In the IST-programme "clusters" are a means to improve co-operation between projects on common themes in order to achieve tangible results. Clusters address Action Lines, or Cross-Programme themes, or other areas within the IST programme. Clustering is done on a voluntary basis: it's up to the participants of the projects to decide whether or not they want to take part in a cluster. Also relevant organisations and interest groups outside the participating projects can join a cluster. In KA II the following clusters are in operation.
Some topics deserve attention during a limited period of time. Some other topics require a broader collaboration during the course of the KA II projects. In this section one can find such themes.
