Advanced Satellite Mobile Systems Task Force

Inaugural Meeting Report - 2001-03-02

1. Agreement was reached on Version 2.1 of the Memorandum of Understanding (MOU). The MOU will be circulated by ESA/EC for signature, as well as posted on the ASMS TF website.
2. A website will be established with the cooperation of EC/ESA. The website will publicise:
   1. the Mission Statement as embodied in the MOU
   2. the list of Members and Advisors who are signatories of the MOU
   3. the name and affiliation of the interim Chair, Vice Chair and Rapporteurs of the Commercial and Technical Groups

   Also, an e-mail reflector will be set up to allow addressing all members with one e-mail address.

3. The next meeting of the Task Force will be held on [19-20 April], location TBD.
4. It was agreed that the TF should aim to produce a limited number of high quality reports, which would establish a consensus view for future actions.
5. It was proposed that the following reports be produced, from the perspective of both the short term (by 2003) and long term (beyond 2004)
   1. Vision and user requirements for ASMS (draft by April 2001, final by June 2001)
   2. Market projections and spectrum requirements (by August 2001)
   3. First Technical Report (First concept by April 2001, draft by Oct 2001)
   4. Technology direction and R&D requirements (Version 1 by August 2001)
   5. Standardisation issues and requirements (by October 2001)
   6. Regulatory, spectrum and market access (by October 2001)

   Reports shall refer to the source material.

6. The following were elected by acclamation on an interim basis to start the work, until the formal creation of the TF by signature of the MOU.

   2. Vice Chair Emanuele D'Andria, Telespazio
   3. Rapporteur, Commercial Cyril Michel, Astrium
   4. Rapporteur, Technical Agne Nordbotten, Telenor
7. Next Meetings:
   1. Date: 2001-04-24/25 (Working Groups), 2001-04-26 (Steering Panel)
      Venue: t.b.d. (within 1 week)
   2. Date: 2001-05-22/23 (potentially combined with ESA/EC info day)
      Venue: ESTEC Noordwijk
