eInfrastructure in the Limelight

Press Release - Athens, 12 June 2003.

A significant European initiative on eInfrastructure was put forward during the Greek presidency, regarding the shaping of attitudes and the establishment of the necessary administrative support for the development of electronic Infrastructure (eInfrastructure) and electronic Science (eScience) in the European Research Area.

This initiative was the topic of the workshop entitled: Towards integrated Networking and Grids infrastructures for eScience and beyond -The EU eInfrastructures Initiative that took place on 12 June 2003, in Athens. The workshop was organised, under the aegis of the Greek presidency, by the General Secretariat for Research & Technology (GSRT), the Greek Research & Technology Network (GRNET), the National Documentation Centre (EKT) and the European Commission. The participants were mainly policy makers and high officials, research administrators, experts/visionaries in the area of eInfrastructure and representatives of the related business community from the Member States, the Associated States and the Western Balkan Countries.

The main objective of the workshop was to launch an open-discussion among European countries for the development of a new European policy on eInfrastructure.

The main goals involve:

  • the provision of a framework for easier, faster and more cost-effective access to all researchers in Europe and to all types of information resources (networking, computing, data storage) distributed across Europe
  • the promotion of implementing a better practice for such a model in the research area, in order to facilitate and accelerate the recent commercial uptake of the new paradigm

A welcome speech was given by the General Secretary for Research & Technology, Dimitris Deniozos and the Secretary for the Information Society of the Ministry of Economy and Finanace, Yannis Kalogirou. Policy makers and high officials of European Commission, the Chairmen of the Board of National Research & Development Networks together with experts from national initiatives on Grids and CERN participated in the discussion. The Greek policy was presented by the Chairman of the Board of GRNET, Professor Vasilis Maglaris, who referred to the research and network infrastructure of Europe and their role in the global environment.

One of the basic goals of the 6th Framework Progamme is to build up an electronic infrastructure for secure and distributed computing and data storage and thereby radically change the way the Internet has been used up until now. For this reason, GRIDs are considered to be the technology that will lead us towards the world wide web of the next generation.

GEANT - ESNET link-up

Since May 2003, GEANT has had 2.5 Gbps connectivity to the Energy Sciences Network (ESNET) in the US. This connection is provided through the GEANT Point of Presence in New York.

ALICE's tender announcement

The ALICE (Latin American Interconnection with Europe) network infrastructure tender notice was published in the Official Journal on 7 June 2003 with the deadline for Expressions of Interest on 7 July 2003.

An information event for the connectivity tender has been scheduled for 16 July in Madrid and the final deadline for offers is 15 August 2003.

Moldova to join GEANT Community

On 3 July 2003 a full bandwidth radio-relay channel of 8 Mbps capacity was put in preliminary operation between Chisinau (Moldova) and Iasi (Romania) interconnecting RENAM with RoEduNet. Operational service of this link is due to commence on 1 September 2003, after testing over the summer period has been performed. The link was made possible thanks to support from the NATO Science Committee and the GEANT Community. More information.

IPv6 makes a BIG splash

IPv6 - to be defended or to defend?!

News of the US Department of Defence's (DoD) decision to adopt IPv6 broke just as last month's newsletter was published and this news is doubtless well-known by now. We report on it nonetheless because of the wide-ranging implications such a decision is likely to have.

As reported in a recent article by Lightreading, service providers in the US are actually requiring IPv6-enabled equipment now.

The DoD decision concerning IPv6 will mean that any acquisitions and programmes made by the DoD after 1 October 2003 will have to be IPv6-compatible. It is anticipated that the whole department will be switched to IPv6 around 2008, allowing enough time for roll-over.

Several large portions of the DoD establishment will, however, be selected to switch over to IPv6 earlier than 2008, and it is expected that a major part of the DoD will in fact move to IPv6 in 2005.

The DoD runs one of the largest enterprise IP networks worldwide.

Will Industry meet the challenge?

The DoD's Director of Architecture and Interoperability, John Osterholz, has called upon industry to meet the challenge of developing IPv6 products which:
  • Provide at least the same level of performance and reliability as IPv4 products
  • Allow the improved IPv6 features to be taken full advantage of in a standardised way
  • Avoid dead-ends: provide for upgrades over time as standards mature
  • Avoid driving the customer to sole vendors
  • Avoid creating interoperability problems
  • Support end-to-end capability (e.g., IPv6 routers without necessary routing protocols or net management being established)
  • Provide the customer with an ability to have confidence in the IPv6 capability being procured (e.g., an IPv6 “logo”)
with one final word of advice . . .

"Don’t differentiate your product by creating interoperability or security problems... differentiate by its performance!!!"

How to ensure your products are IPv6 interoperable

The future of the Internet will undoubtedly be linked with the uptake of the IPv6 protocol.

This year sees a lot of developments which are bringing the new services nearer to market. Interoperability testing for IPv6 devices and software, certification and labeling of implementations (the “IPv6 Ready” logo programme) and first commercial offerings: these are clear indications that the next step in the growth of the Internet is going to happen very soon.

Be part of it by attending the Certification and Market Acceptance event in Brussels (September 22–26) which will allow you to interact with those who are making it happen! This is promising to be an exceptional week where the European Telecommunications Standards Institute (ETSI) is also organising the Plugtests IPv6 interoperability testing event, and the part EC-funded Eurov6 project presents the European IPv6 Showcase!

New Internet2 IPv6 land-speed record

Press Release - Geneva 26 June 2003

Scientists at CERN and the California Institute of Technology (Caltech) have set a new Internet2 land speed record using the next-generation Internet protocol IPv6. The team sustained a single stream Transfer Control Protocol (TCP) rate of 983 Mbps for more than one hour between CERN and Chicago, a distance of more than 7,000 kilometers. This is equivalent to transferring a full CD in 5.6 seconds.

GEANT snippets

ULAKBIM, the Turkish NREN, became a member of the GEANT consortium in mid June 2003.

The link between Netherlands and Germany was upgraded to 10 Gbps at the end of June.

Additional connectivity to North America (STARTAP) at 2.5 Gbps and 2x 1 Gbps has been made available through the EUROLINK project funded by the National Science Foundation (NSF). This additional connectivity provides a 3rd GEANT landing point in the US (Chicago - the other 2 points are Washington and New York) adding an extra 2.5 Gbps capacity to the link to Abilene (making a total of 7.5 Gbps) the other 2 Gbps will be used to enhance the connectivity to Canada (CANARIE). The link to CANARIE will also allow for an improved connection to the NASA network in the US. A further 4 Gbps (4 x 1 GE) will be made available in this initiative for testing and experimental purposes complementing the already existing experimental connectivity (provided by the European side).

Networking Call for Ideas open

The IST 2003 Networking Call for Ideas is now open. This allows participants to propose networking sessions, discuss proposals with others online, and generally build up useful contacts before the event so they can make the most of their time in Milan, 2-4 October.

Conference
Additional plenary speakers from Europe's ICT industry have also just been announced, including Nobel Laureate Professor Harold Kroto, Dr Pasquale Pistorio, President and CEO of ST Microelectronics, and Corporate Vice Presidents from Nokia and SAP.

Exhibition
The Exhibition, moreover, will show around 100 state-of-the-art research projects involving Alcatel, IBM, Siemens, Telecom Italia and many research labs and SMEs from around Europe.

European IST Prize Winners

IST 2003: The Opportunities Ahead (2-4 October, Milan) is the year's most important Information Society event organised by the European Commission to support European ICT industrial competitiveness. Today, the European Commission unveiled the Conference Programme and Exhibition and announced the 20 Winners of the European IST Prize. Plenary conference sessions will feature contributions from Erkki Liikanen, European Commissioner for the Information Society, Lucio Stanca, Italian Minister for Innovation and Technology and President Roberto Formigoni of the Lombardy Region, as well as leading industry personalities.

Congratulations to Patrick Cocquet, 6WIND Chairman, for one of the prizes awarded to 6WIND for 6WINDGate - new generation access routers allowing the deployment of IPv6 value-added services.

New partners for ALICE

Thanks to the CLARA initiative, ALICE was joined in June 2003 by the Consejo Nacional de Universidades (CNU) in Nicaragua, which means that representation has been achieved from all 18 Latin American countries eligible under the @LIS programme. The CNU in Nicaragua is currently in the process of sending all the necessary documentation to DANTE and the EC to ensure full participation in the project. CLARA was officially born during the CLARA meeting that took place in Valle de Bravo, Mexico in the beginning of June 2003. Just one year after the meeting of Toledo both ALICE and CLARA are up and running, which is a remarkable achievement.

Agreements reached in the Maghreb

Two Agreements on Scientific and Technological Co-operation, one with Morocco, and the other with Tunisia were signed on 26 June in Thessaloniki, Greece, by Greek Minister for Development Akis Tsochatzopoulos on behalf of the then Greek EU Presidency, and also by European Research Commissioner Philippe Busquin, and Moroccan and Tunisian Ministers for Scientific Research Omar Fassi Fihri and Sadok Korbi respectively. The Agreements will facilitate participation by the two Maghreb countries in the activities of the sixth EU Research and Development Framework Programme (2003-2006). They will also improve Scientific Co-operation between the EU and these countries in order to progressively integrate them into the European Research Area. Negotiations with Egypt for a similar agreement are currently on-going. Cyprus, Malta, Turkey, and Israel are already associated with the sixth Framework Programme.

Euro-Mediterranean Cooperation
in RTD

Press Release - Cairo, 4-6 June 2003.

The Greek Presidency gave Euro-Mediterranean Co-operation in Research, Technological Development and Innovation a new boost, through the organisation of the 9th Monitoring Committee meeting, on 4-6 June 2003, in Cairo.

The meeting was organised by the Greek General Secretariat for Research and Technology, in co-operation with the European Commission and the Ministry of Higher Education and Scientific Research of Egypt.

During the meeting, the need for reinforced co-operation in Research, Technological Development and Innovation between EU countries and those of the SE Mediterranean was confirmed, while a short and medium term Action Plan was adopted. The main fields of co-operation concern the sectors of Communication Systems, Water Resources, Health, Innovation, Cultural Heritage, Agriculture and Energy (including Renewable Resources).

One of the main points of the Action Plan concerns the development of a solid and consistent system of Research, Technological Development and Innovation in the Mediterranean countries. Increasing the specialised human resources, establishing the appropriate structures and ensuring links and stability constitute the basic three-fold aim of activities in this direction. Therefore, the best possible use of the 6th Framework Programme for the mobility of researchers from and to the Mediterranean countries is suggested, as well as the evaluation of the RTD systems of the region (a practice already successfully implemented in Morocco and Jordan), the use of common indicators, the identification of best practices and the development of a regional network of national contact points for a more effective communication and dissemination of information. Moreover, the bilateral co-operation between Mediterranean partners and EU countries should be activated and fully exploited.

As a tangible example of an important achievement on the Euro-Mediterranean co-operation in RTD the EUMEDCONNECT project was presented, carried out under the MEDA/EUMEDIS Programme for the electronic networking of research organisations of the Mediterranean countries. The project was presented by Professor Vasilis Maglaris (GRNET, Greece) and the partners from Algeria (Aouaouche El-Mouhab, CERIST), Turkey (Turgul Yilmaz, ULAKBIM) and UK (David West, DANTE).

The meeting gave also the opportunity for further bilateral contacts between the head representatives of Greece and Egypt, including the Greek Ambassador in Cairo, Dimosthenis Konstantinou, during which the interest of both parties for an Agreement on Scientific and Technological Co-operation was renewed.

The comments regarding the organisation and the results of the meeting were particularly good, while the conclusions reveal great prospects for further common projects and actions in the Mediterranean region.

Integrating radio-based technologies

October 22-23 will see an international symposium in Metz (France), addressing the future convergence between the radio, television and radiocommunications (GSM, GPRS and UMTS) sectors.

Co-operation between industries involved within these sectors is a challenge that is beginning to be tackled in order to create new and exciting multimedia services accessible anytime, anywhere and one that promises considerable potential opportunities.

The symposium being organised by TDF will be an occasion for participants to be updated on the work currently being carried out and also to promote innovative ideas and technologies. The 28 presentations that will be given over the two days will offer an insight into new services, platforms, terminals, regulatory issues, spectrum management, content, market issues, etc. Exhibition and demonstration displays will also be shown during the symposium to present recent advances in the area.

INFRA/ERA 2003 conference

International Conference on Research Infrastructures: Centres of exchange, training and excellence for the European Research Area - November 21 2003, Trieste (Italy)

This conference is organised by the Italian Government with the support of Sincrotrone Trieste. It is seen as one of the main events during the Itlian semester of Presidency.

The scope of the conference will be to assess the present and future role of reserch infrastructures in the construction of the European Research Area. The EC Commissioner for Research, Philippe Busquin, as well as Research Ministers from interested Countries will attend.

The deadline for registration is 15th September 2003.
