Coordination Actions or Specific Support Actions focused on identifying constituencies and potentialities for deeper strategic cooperation

The objective is to contribute to a global strategy aiming to identify, including through appropriate awareness raising measures and dialog with broad communities, the partners (countries or regions) with whom Europe needs to focus collaboration, the common objectives of collaboration and, in each case, its rationale.

Proposals are invited that will identify common needs and opportunities for cooperative R&D between entities in the EU and selected regions.

Each proposal is expected to focus on a well-identified region but cover all technologies relevant to cooperation - basing its proposals on the needs of the local economies and/or opportunities that are best addressed jointly. Particular emphasis will be given in the call to a final selection that will cover potential partnerships between EU research and research in emerging economies (e.g. China, Russia, Brazil, India), the broader European neighbourhood (including the Balkans), and less developed economies (e.g. Africa, the Caribbean where research seeking local technological solutions adapted to local needs will be important). Each proposal is expected to include partners from the EU Member States and associated states and the regions or countries being addressed by it.

It is expected that in their totality the proposals will be able to offer the basis for the formulation of a global strategy for future initiatives. Due consideration will be given to actions that are clearly coupled with developing policies at the level of the Union (e.g Open Source Software, security and privacy..) and to proposals that build on and complement R&D activities that are already under way in Europe through better exploitation of research results in the targeted countries. However, the scope will not be restricted to these priorities and, where relevant, additional priorities reflecting local needs or common grounds for future cooperation will be considered.

The proposed actions are expected to yield results within 12 to 18 months.
