  Target: more business
    Member States are working on new national policy initiatives to improve the business environment. Aimed at meeting the Lisbon target, progress will be monitored through the Enterprise Scoreboard, which will also provide a diverse source of best practice from across Europe.

    Having launched the Sixth Research Framework Programme last November, Philippe Busquin, the European Union's Research Commissioner is now refocusing his efforts to ensure that the contributions of national and regional research policies within the European Research Area fulfil their potential to foster innovation.
 
  Pushing the Member States
    The European Research Area was launched in 2000 to encourage co-operation and openness amongst researchers, both within and beyond Europe. The Commission is now directing efforts towards encouraging Member States to make a greater commitment to the ERA.
 
  An unrealistic target?
    The European Round Table of Industrialists, a grouping of 42 of Europe's biggest companies, believes that the Barcelona target to increase Europe's R&D spending to 3% of gross domestic product will not be met without a "dramatic reappraisal of Europe's approach to R&D and the framework conditions for business". In a recent paper, the group sets out the actions it believes are needed for the target to be met.
