nnovation policy issues in seven candidate countries: the challenges
ISBN 92-894-5512-8, NB-NA-17058-EN-C This report, published by the Commission's Enterprise DG, is the second in a pair of Innovation Policy Studies looking at the innovation environment in the candidate countries. Of the seven profiled here, four (Latvia, Lithuania, Malta and Slovakia) are expected to join the EU In May 2004, Bulgaria and Romania continue to negotiate their terms of entry, and Turkey has not yet opened membership negotiations. Clearly this is a very diverse group of countries, and the study essentially treats them individually. The report finds that none of these countries have a fully fledged innovation policy yet and there is a major weakness in transforming scientific results into marketable products, compounded by significant shortfalls in investment.

CT and economic growth
ISBN 92-64-10128-4, €21 The contribution of information and communications technologies to economic growth has promised much, but does the reality live up to the hype? This report by the OECD looks at research in 13 OECD member countries, examining the contribution of IC investment and take-up to economic growth, and the policies employed to encourage and respond to ICT take-up. Whilst it finds that ICT does have a strong impact on performance, the study notes there are marked differences in its impact on different countries, and the business environment in each country in particular can affect the impact of ICT. ICT is no panacea it concludes, emphasising the need for other changes in an organisation for positive impact to be created. ISBN 92-64-10057-1, €61 The latest edition of the OECD Economic Outlook focuses on foreign direct investment in OECD countries. FDI is seen as a significant driver of economic growth, particularly in the EU accession countries, but more fundamentally it leads to ever-greater integration of economies. In most OECD countries, employment by foreign investors accounts for anywhere between one and four percent of business jobs in both manufacturing and services. The study also looks at the restrictions on FDI in many OECD countries and the impact of policies on both outward and inward FDI.
