Project description
DELICAT aims to develop a programme to improve quality control of bibliographic database records by means of a knowledge-based error-detection system designed to be connected to library networks using client-server architecture. The system will receive records and make decisions on the probability that they contain errors or non-conformances affecting their quality.
Technical approach
DELICAT developed facilities that significantly reduce the amount of time required for human correction, by automating the detection process and, as far as possible, categorising the types of error detected.
- User and system requirements were first determined.
- The demonstrator was based on the following technical criteria:
- Application of a knowledge-based system designed to detect errors in MARC catalogues.
- Compilation of lists of various types indicating the types of corrective action required (mechanical errors, format errors, etc.).
- Integration of appropriate client-server technology.
- Possibility of connection to any network..
- Two types of file result, one containing records which are deemed to be correct, the other containing records which apparently require correction
Key issues
While offering new advantages and access to new services, interconnection between libraries also entails drawbacks, in particular the probability that incorrect catalogue records will be copied and recopied with a resultant decline in the quality of service.
The need for enhanced quality control of bibliographic records is clearly felt by library managers. If a library receives large volumes of information over the network, considerable re-sources often need to be devoted to cleaning up the new files.
Impact and expected results
DELICAT provides a service that benefits libraries and end users of networks for importing/exporting records and for information retrieval. The system is usable by bibliographic record producers/exporters and record importers and by bibliographic record distributors.
DELICAT also offers advantages for the library services commercial sector involved in retroconversion work.
The system helps control accuracy of databases, allowing libraries to cooperate more safely due to reduced errors, so it should help increase and improve the exchange of resources, leading ultimately to increased benefits to library users, as well as to librarians.
A system which contributes to the quality of the information itself, rather than the technical infrastructure, plays a key role in improving the services offered in the evolving information society.
The resulting knowledge-based system for quality control of bibliographic records is suitable for application by the project partners. The system is application independent and can be used under any client-server architecture, in any library management system.
The co-ordinator intends to develop the system further and to market it to large and medium-sized libraries making extensive use of networked bibliographic record exchanges.
