Project description
ELVIL 2000 extends the work of the ELVIL project in several ways: geographically, by including parliamentary libraries in Poland and the Czech Republic; technically by developing intelligent agent technology for identifying relevant sources on the Internet; educationally by adding modules that will allow simulations of the democratic processes of the partner countries. Multilingual support will be enhanced by using EUROVOC as a linguistic switchboard between the national thesauri. The main goal is to create and operate an Academic Portal to European Law and Politics, facilitating access to information in this subject area and exploiting the information for educational purposes.
Technical approach
ELVIL2000 will provide access, education and communication tools. Access tools will be based on internationally accepted standards such as Z39.50, US GILS, UNIMARC and DC metadata. Intelligent agent technology will be employed for resource discovery. All tools will be available via standard Web browser interfaces.
Key issues
The main technical issues are:
- multimedia design and user friendliness,
- interoperability,
- use of intelligent agents for resource discovery,
- linking national thesauri.
Impact
The project will make a significant contribution to both the extent and quality of the infrastructure for European legislative and legal information. It will increase the potential for civic participation as well as providing basic tools for both traditional and long-distance education. Through the production of multimedia educational material the project will help to integrate the new online library services in a distance learning environment. There will be test sites in Sweden, Spain, Poland, the Czech Republic and the UK.
