Project description
LISTED integrates "Flexible and Distance Learning" (FDL) solutions into a public library environ-ment, permitting library users to gain access to a wide range of learning materials through a consistent interface: the library. This range includes a portfolio of interactive multimedia FDL titles, "wrapped" with distant (via networks) or local mentor support. Six prototypes in four EU Member States are planned. LISTED/CEE extended the project to Cⅇ countries. Building on results of the FP3 PLAIL project , LISTED includes an updated analysis of user needs, a market analysis for future exploitation and deals with copyright issues.
Technical approach
The core technical development is an extended catalogue tool for use by libraries in searching and finding resources appropriate to their clients. It provides the links to existing multimedia learning material via long-distance (including the Internet and satellite net-works) and local networks (including CATV, networked CD-ROM/CD-I), thus allowing users direct use or sampling of potential learning opportunities.
Key issues
Among the issues covered by LISTED the following are prominent:
- Support of adult independent learners, in particular those who are at a disadvantage (handicapped people, workplace returners, etc.).
- Library staff training in providing services to adult independent learners.
- Market research and copyright problems.
Impact
LISTED proves that the public (local) library can be an efficient gateway to lifelong learning. It shows that by a relatively small investment in computer and networking technology, libraries can extend significantly the information services provided to clients who are in search of further education opportunities.
A key outcome of LISTED will be the business plan, embracing findings from six test sites in four EU Member States. This will emphasise the technological, per-sonnel and other resource implications associated with library based FDL services.
The project was extended to cover demonstration in two Hungarian public libraries in Kecskemet and Bekes County. The Distance Education Centre of the Technical University of Budapest will provide technical assistance and guidance.
Deliverables
The main deliverables of the project include the following, not all of which are for public release:
- Technical delivery model (public summary)
- Procedures and Guidelines for IT based access to training
- Analysis of target sectors, occupa-tional areas and training organisations
- Report on needs of adult learners and of librarians to support these needs
- Intellectual property, regulatory and accreditation issues report
- LISTED pilot service at various sites
- Annual and Final Project reports.
