1. Introduction The European Commission carried out research activities in the field of libraries from 1990 to 1998, under two different Framework Programmes for Research and Technological Development: the "Libraries Programme" under Framework Programme III (1990-1994) and "Telematics for Libraries" under Framework Programme IV (1994-1998). Three Calls for Proposals were launched under Framework Programme III: Call for Proposals 1991, Call for Proposals 1992 and Call for Proposals 1993. Under Framework Programme IV, Telematics for Libraries launched two Calls for proposals: Call for Proposals 1995 and Call for Proposals 1996. This document presents indicators on the scope of these activities from 1990 to 1998, including statistics on proposals received or evaluated and on co-funded projects, concerted actions and accompanying measures. Figures are given for both participants in the proposals and in the actual projects co-funded and on the individual organisations that they represent, as the same organisation has, in many cases, participated in several proposals and/or projects. Call for Proposal 1996, under Framework Programme IV, was also open to participants from Central and Eastern European countries, through the funding of the International Co-operation Programme. Therefore, figures for the participation of these countries are also given. The document has been structured in three parts: general statistics, comprising libraries activities data for both Framework Programmes, and two parts one for each Framework Programme. With these statistics we hope to provide a general overview of the scope and of the involvement of European organisations in the work carried out by DGXIII in the libraries field from 1990 to 1998.
2. Global Statistics on the Programme since 1990
Proposals A total number of 520 proposals were received by the Libraries Sector in the 5 calls. These proposals involved 3023 participants .
Projects In total, since 1990, 104 proposals have been selected for funding (87 projects + 3 Concerted Actions + 14 Accompanying Measures). (Note: under FPIII, the call mechanism was only used for shared-cost R&D; projects). The projects and accompanying measures funded involve 653 participants representing a total of 451 individual organisations. The involvement of the different countries in the projects has been as follows:

Note: The chart does not include 11 participants from COBRA, ECUP and EFILA Actions which, although funded under FP3, do not fall under any specific Call.
3. Framework Programme III The Libraries area work programme under the 3rd Framework Programme (Telematic Systems in areas of general interest) was structured around 4 action lines: AL I Computerised bibliographies AL II International interconnection of systems and related international standards AL III Provision of new library services using information and communication technologies AL IV Stimulation of a European market in telematic products and services specific for libraries Three Calls for Proposals were launched under this Framework Programme: 1991, 1992 and 1993. FP III - Proposals 333 proposals were received by the Libraries area from 1990 to 1994, which involved 1590 participants representing a total of 1381 individual organisations . The country involvement in the proposals was as follows:

FP III - Projects A total number of 51 projects were co-funded from 1990 to 1994, distributed as follows: Table 1. FP III - Shared cost projects co-funded per Call

3 Actions (COBRA, and its 5 feasibilities, ECUP and EFILA) and 19 studies were also funded under FPIII, but these did not fall under any specific Call. The projects funded involved 291 participants (280 from projects + 11 from the 3 Actions) representing a total of 228 individual organisations . The involvement of the different countries in the projects was as follows:

Framework Programme IV The Libraries sector work programme under the 4th Framework Programme (Telematics Applications of Common Interest) is structured around 3 action lines: AL A Network-oriented Internal Library Systems AL B Telematics Applications for Interconnected Library Services AL C Library Services for Access to Networked Information Resources Two Calls for Proposals have been launched under this Framework Programme: 1995 and 1996.
FP IV - Proposals 187 proposals were received by the Libraries Sector, which involved 1433 participants representing a total of 1227 individual organisations . The country involvement in the proposals was as follows:

Note : This table refers only to projects as accompanying measures do not fall under any action line. So far, 4 studies have been funded under FPIV, but these do not fall under any specific call. The projects funded involve 362 participants from all countries ( 305 from projects + 57 from accompanying measures) representing a total of 289 individual organisations . The involvement of the different countries in the funded projects has been as follows:
