At its Session of 11 June 1993, the Council and the Ministers for Education meeting within the Council discussed future Community action in the field of education and training. The general debate was largely based on a Commission working document which expresses the necessity to rationalize six current programmes that will come to a close in 1994 (ERASMUS, COMETT, LINGUA, FORCE, PETRA and EUROTECNET). It is proposed that these programmes should be followed by two distinct programmes (based on Articles 126 and 127 of the Treaty of Maastricht), the first relating to actions dealing with universities and other institutes of higher learning and the second to training and qualifications. The first programme is to include actions centred on exchange in the broadest sense of the word, ie, between people, ideas, know-how and experience. It will reinforce the links between research and higher education and training and will integrate a European element into education. The teaching of foreign languages and cooperation in the field of teacher training will be encouraged, as well as exchange programmes for young people, schools and classes. The second programme is to involve actions aimed at creating a transparent European area with regard to abilities and qualifications, and to facilitate the effective application of the free movement of persons. The programme should be closely linked to the Fourth Framework Programme for research and technological development in order to guarantee the transfer of innovations and the results of research, as well as their full use, especially by SMEs, through well targeted forms of continuous training. At the same meeting the Council Presidency announced that the Danish authorities, in collaboration with the Commission, are to organize a November 1993 conference on problems related to the integration of youth in professional and social life.
