Two Commission Decisions set out technical regulations for public pan-European cellular digital land-based mobile communications. Decision 94/11/EC of 21 December 1993, establishes a common technical regulation for the general attachment requirements for terminals intended to be connected to Phase 1 networks comprising constant envelope modulation and operating in the 900 MHz band with a channel separation of 200 kHz and carrying eight full-rate traffic channels per carrier according to the TDMA principle. The common technical regulation shall include the harmonized standard prepared by the relevant standardization body implementing Article 4 of Directive 91/263/EEC (points c-f). The reference to this standard is annexed to the Decision. Decision 94/12/EC of the same date covers telephony application requirements with regard to the above networks. The common technical regulation shall include the harmonized standard prepared by the relevant standardization body implementing the essential requirements of Article 4 of Directive 91/263/EEC (point g). The reference to this standard is annexed to the Decision. Notified bodies designated to carry out the relevant procedures regarding terminal equipment shall ensure use of the harmonized standards by 1 January 1994 at the latest.
