An amended proposal for a Council Decision adopting a new phase of the "Youth for Europe" programme aimed at promoting youth exchanges and mobility in the Community (COM(91) 216) was submitted to the Council on 5 June 1991. Amendments are made to Recital (8), where a reference to the promotion of social cohesion within the Community is added, and to the Annex (Action 1) where it is now stipulated that: "youth exchanges" shall involve individuals or groups of young people between 15 and 25 years of age; one objective is the establishment of cooperative relationships between groups of young people resident in different States within the Community; information on the activities of the programme shall be disseminated extensively to young people and youth workers, in particular to those who live in remote or isolated regions where information is customarily difficult to obtain.
