The Commission of the European Communities, Task Force "Human Resources, Education, Training and Youth", invites tenders from external organizations for the execution of an evaluation exercise concerning the action programme to promote foreign language competence in the Community (LINGUA). The evaluation will: - Examine the performance of LINGUA with a view to assessing its achievement of formal objectives and the factors affecting its capacity to do so; - Assess any alternative strategies and instruments of action which the evaluating organization would regard as appropriate (or more appropriate) for achieving the LINGUA objectives, with assessment of financial and other implications; - Recommend ways and means of further improving the programme as a whole and its specific components. The exercise will be in two parts. Phase I will focus on the efficiency of the management and coordination methods, structures, procedures and implements, with a preliminary evaluation of the programme. Phase II will focus in depth on the overall efficacy of the programme design and specific action areas (I, III, IV, V) and will result in a final report synthesizing both phases. Only tenderers able to cover all elements of the evaluation in all Member States will be acceptable.
