1. JRC and Malta agree to strengthen research collaboration

The JRC is expanding its research collaboration with Malta

On the occasion of a joint event organised by the JRC in cooperation with the Malta Council for Science and Technology (MCST), the two organisations signed a Memorandum of Understanding on intensified research cooperation. Areas of such collaboration have been identified on the basis of mutual interest and include environment, biotechnology, information and communication technologies (ICT), energy, food safety and maritime affairs.

Both organisations have also agreed to host Maltese doctoral and post doctoral students in the various JRC Research Institutes. Candidates for grants funded by Malta's national programmes will be nominated by MCST or the University of Malta, and pre-selected candidates will be approved by the JRC. Maltese candidates to the EU grants will need to follow the common JRC grants procedures or apply for a Marie Curie fellowship.

An international team of scientists has identified a novel protein called BAHD1 that can change chromosome structure and is responsible for the silencing of gene expression. The study, which will help improve our understanding of how genes are regulated, was published in the journal Proceedings of the National Academy of Science (PNAS). The research was part of the eight-year EU-funded ERA-NET project PathoGenoMics ('Trans-European cooperation and coordination of genome sequencing and functional genomics of human-pathogenic microorganisms') which runs until 2012 with EUR 3 million in funding under the Sixth Framework Programme (FP6).

10. Role of healthy ecosystems and biodiversity for a more sustainable economy

Nature's capacity to provide vital services such as fresh water, benign climate and natural ecosystems for recreational activities is often cheaper to maintain than having to invest in technological solutions. Protecting and restoring biodiversity is also an essential step in the transition to a more sustainable economy and protecting ecosystems can be very cost effective. This is confirmed by a report to policy makers presented by The Economics of Ecosystems and Biodiversity (TEEB) project, a major independent global study providing an economic angle to an environmental topic.

2. Telecoms: European Commission welcomes EU Ministers' approval of broad reform to bring about a competitive single telecoms market

Today, the Council of EU Ministers unanimously approved the EU's telecoms reform package, first proposed by the European Commission in 2007. Today's Council decision comes after a political agreement on the package was reached in a breakthrough meeting between the European Parliament and Council on 5 November. The new rules will enhance competition and investment in Europe's telecoms market, by giving more certainty to companies investing in high-speed optical fibre and wireless networks. It will also open up airwaves for new mobile services. The European Parliament will vote next week, in its Strasbourg plenary session, to formally endorse the telecoms package. The reformed telecoms rules will become EU law once they are published in the EU's Official Journal in December 2009.

The European Commission today stepped up legal action against Italy because Italian emergency services still do not receive information about the location of people who dial 112 Europe's single emergency number from mobile phones despite a previous judgement of the European Court of Justice. The Commission has decided to send Italy a reasoned opinion, which is the final stage before the case is referred again to the European Court of Justice, who would then have to decide to impose financial penalties on Italy for lack of respect of a previous judgement. At the same time, the Commission also ended legal action taken against Lithuania as caller location details are now available for 112 calls from mobile phones.

10. Best online public services in Europe awarded today

The winners of the 2009 European eGovernment Awards have been announced today at the eGovernment Ministerial Conference in Malm (Sweden). 10. SMOS satellite instrument comes alive

The MIRAS instrument on ESA's SMOS satellite, launched earlier this month, has been switched on and is operating normally. MIRAS will map soil moisture and ocean salinity to improve our understanding of the role these two key variables play in regulating Earth's water cycle.
