To achieve this, I think we need more European coordination between all the countries. I think that Euro members have all the assets to overcome these economic difficulties, but we lack coordination and visibility. We have no clear strategy in terms of investment in the future. We don't exactly know where we go, or at least, when you read the American newspapers that's the ideas that you can have. So, I think giving a clearer image of our sales and our strategy, of what we want, and how we want to achieve it may be a very good start.

3. 2013 Global Symposium for Regulators (GSR) and the Global Regulators-Industry Dialogue (GRID)

The Global Symposium for Regulators (GSR) brings together heads of national telecom/ICT regulatory authorities from around the world and has earned a reputation as the global annual venue for regulators to share their views and experiences on the most pressing regulatory issues they have identified.
GSR also fosters a dynamic Global IndustryRegulators Dialogue (GRID), between regulators, policy makers, industry leaders and other key ICT stakeholders.

This year’s GSR edition is dedicated to the “4th Generation regulation: driving digital communications ahead”. There are several interesting topics on the agenda: digital dividend, infrastructure investments, universal service funds or broadband interconnection charges. Both GSR and GRID are organised under the auspices of the International Telecommunication Union.

The creation of a pan-European market for telecom services appears to be at the forefront of the European Commission's vision for the sector. But what does a single market mean? 5. Smart homes technology tested in real homes - the Giraffplus project

A safer and healthier old age that is the aim of GiraffPlus, an FP7 project led by researchers at Örebro University, Sweden. With a focus of developing sophisticated aids for the elderly in close collaboration with the intended users, the project is now about to test the new technology in real homes. A pressure sensor can monitor the time that a person has been located in e.g. the bed. They can also be placed under carpets, in sofas etc. The system has already been tested in a demo apartment in Örebro, but the next step is for researchers in Sweden, Italy and Spain to evaluate the new technology in real homes. Two users in Örebro are about to have the system installed. During the autumn, another three homes will be added. In the same way, the technology will be introduced in Malaga and in Rome. All in all, the GiraffPlus system will be tested in 15 different homes in the three countries, says Anette Forsberg, who is overseeing the primary healthcare aspects of the project.

7. Final Report - Study on Analysis of the Needs for Cross-Border Services and Assessment of the Organisational, Legal, Technical and Semantic Barriers (SMART 2011/0074)

The transformative tool of ICT is a catalyst and an enabler of reform, also in the public sector. Particularly great benefits can be achieved by using ICT to enable digital public services (eGovernment services) across borders. However, many public online services do not work across borders or involve cumbersome procedures to be accessible, reducing the mobility of businesses and citizens. Therefore, the Digital Agenda for Europe and the eGovernment Action Plan aim to facilitate entrepreneurs to set up and run a business anywhere in Europe independently of their original location, and citizens to study, work, reside and retire anywhere in the European Union. In support of these objectives, the Study on the Analysis of the Needs for Cross-Border Services and Assessment of the Organisational, Legal, Technical and Semantic Barriers was launched. Starting with an inventory of already available digital public services, the needs and demand for these services is analysed. Cost for implementing cross-border digital public services and their return benefits are reflected upon for the supply-side of the services as well as for the users. Finally, the barriers for the implementation of the services are examined. In conclusion, recommendations are formulated, deriving from the aggregated and correlated data. They allow for identifying the services with the highest impact.

4. LIFE+ project produces new river restoration guide

The LIFE+ Information and Communication project RESTORE (LIFE09 INF/UK/000032) has published a new guide to river restoration called Rivers by Design. The guide is aimed at planners, developers, architects and landscape architects and seeks to show them how to maximise the benefits of river restoration in development projects. The guide explains the context and need for river restoration, illustrating how well-planned river restoration can increase ecological quality, reduce flood risk and create social and economic benefits.

6. Events - ENSEA Networking Event - 25 June 2013, Brussels

To reach the “20-20-20” climate goals, Europe is increasingly generating renewable energy through technologies such as solar panels and wind turbines. Renewable resources are, however, dependent on weather patterns and therefore generate variable amounts of power over time. In order to provide secure energy systems which delivers energy when we need it, renewables have to be used in conjunction with ‘back up’ power sources, which can ramp up generation quickly to meet peak demands, while managing demand by using smart grids and by hydro-based balancing services. Goal of the ENSEA Networking Event is to introduce the project to an European audience, exchange with other Regions of Knowledge (energy) projects and to connect to other European funds.

7. Research Headlines - United response to nuclear safety

Radioactivity as a result of the Chernobyl nuclear power plant disaster in the 1980s is still present in the environment. But 17 national emergency management organisations and 33 research institutes have come together to prevent or minimise the impact of such a thing happening again.
