For the second time after the Call for Proposals in 1999, the European Commission has identified European areas with outstanding conditions and schemes of excellence for the creation and development of innovative start-ups. Out of 37 proposals, 22 were chosen according to two sets of specific criteria evaluating a) a set of 13 indicators concerning scientific, technical and economic elements and b) capabilities including infrastructure and measures undertaken. Each candidate had to fulfil a majority of excellent marks well above EU and national averages to be considered an area of excellence. In line with its economic weight in the EU, Germany has the biggest PAXIS representation with 5 areas of excellence, followed by the United Kingdom (3), France (2), Spain (2), Sweden (2), Finland (1), Austria (1), Denmark (1) and Ireland (1).

In April 2002, Stockholm hosted the '3rd European Forum for Innovative Enterprises', where Commissioner Liikanen and Crown Princess Victoria bestowed the 22 winning areas with the 'Award of Excellence for Innovative Regions'. (For more detailed information and pictures, see 'Media information')
