Description of the Work --- Biolink aims to enhance start-up creation and development in Europe by designing a Toolkit that will provide users with the information to employ the most effective and efficient practices during the start-up incubation process. It will achieve this by forming an international consortium of five biotechnology incubators, each of which implement different incubation methods. Both the complementary advantages and the individual experiences of the five incubation processes, along with two successful incubator models from the US, will be analysed with the objective of defining a co-incubation scheme so that start-ups can benefit from the combined expertise of different incubators.
Testing the incubation scheme --- The co-incubation scheme will be tested on a total of 10-15 start-up companies (2-3 from each participating region) including 2-3 start-ups from a developing region in order to determine their effectiveness in the facilitation of start-up creation and the nurturing of developing areas.
Five professional seminars will be organised so as to facilitate an environment where experiences can be exchanged and best practices can be identified. The aim of these seminars is to pool together the knowledge, tools and procedures from all the participants and to extract from this what are considered to be the best practices. The aim of this is to establish a uniform protocol for the incubation process in the field of biotechnology, a toolkit for best incubation practice (BIP-Toolkit).
Based on the level of success in identifying the best practices in biotechnology incubators, it is hoped that it will be possible to adapt this to form a generic BIP-Toolkit, applicable to other fields of technology and other regions. This generic BIP-Toolkit could include guidelines and practical means for integrating regional/national advantages of different incubators into an improved single incubation model. Dissemination of results at the end of the project will involve an end of project conference, widespread distribution of the final report and the creation of a website providing ongoing support. |

Description of the Work --- Entrepreneurs can be discouraged from setting up ventures in the global market due to the many complexities and barriers that exist, thus reducing their chances of success. However, there is great potential for the development of businesses and job creation through the improvement of tools, and of mechanisms that transfer technological and innovative potential from universities to a social and economic global market.
GLOBALSTART will provide these tools and mechanisms assisting entrepreneurs in the successful creation of global start-ups.
The project will involve the integration of six university spin-off programmes from within the EU, with two universities from Newly Associated Countries (NACs). By using the recommendations from the Embryo project regarding infrastructure requirements, and the involvement of the project participants, Globalstart will create a programme encouraging trans-national spin-offs. Objectives are for 20% of all the start-up initiatives, and the new employment that this creates, to be operating on a global scale by the time of project completion. This will require the involvement of the key innovation players in each locality as well as a business support system specific to global start-ups. The aim is to create and validate a uniform methodology, from analysis of the results that will act as a guide for trans-national co-operation and communication. If successful, these schemes should be transferred to the newly associated countries to promote and support innovative start-ups.

Description of the Work --- The Promotor+ project aims to improve the performance of the start-up market in NACs by promoting co-operation between companies and organisations from 4 Member States, (Spain, Germany, Austria and Greece) and the start-up community in 5 regions in the NACs, (Poland, Latvia, Bulgaria and Slovenia). This collaboration will enable the exchange and subsequent improvement of existing methodologies. As well as creating conditions for an overall framework for a start-up industry, it is hoped that co-operation between NACs and Member States will introduce ways to set up specific mechanisms such as financing solutions, and to encourage the development of university start-ups, corporate spin-offs and regional clusters.
The collaboration within the framework of Promotor+ will involve an initial assessment of the methodologies proposed by the Member States (the donor) and how transferable they are to the NAC (the recipient). If methodologies are found to be suitable, then the aim is for them to be customised so that they can operate effectively in their new environment. Finally, regional work-plans are to be developed to facilitate the schemes implementation. The involvement of the regional authorities of the NACs will be crucial to the success of the project. Their responsibilities will include organising the call for proposals, business plan competition, and launching start-ups, monitoring the early stages of business life and assessing the functionality of support mechanisms. The project will equip regional and public innovation actors with functional mechanisms, with knowledge and with tools to continue the scheme and work towards compatible standards like those in the PAXIS network regions.
To ensure that results of Promotor+ and the key practices derived from the project are well promoted and are delivered to all the relevant parties, dissemination will be carried out on several levels. This will include :
- Distribution of results through information seminars
- Marketing and PR activities to create awareness
- Exploitation of promotional synergies from co-ordination with similar initiatives
- Using political contacts to enhance the profile of the project

TRACTOR --- To assist the creation and consolidation of innovative start-ups by integrating and formalising new practices, supplying support services and providing training. |

Description of the Work --- Start-ups face several problems, even when they are successful in their commencement. Only a small number of innovating start-ups survive and grow after the first three to five years. There are also many troubles that hinder the rising of new companies from good innovative ideas of entrepreneurs, including lack of access to finance, lack of skills, obstacles to sales activities and administrative burdens.
The Tractor project, which is to be implemented in regions within Spain, Sweden, France and Slovenia aims to integrate and formalise the new practices resulting from the creation and development of new innovative enterprises across Europe. The principal objectives are to increase the existing start-up creation rate, thus reducing the gap between Europe and the United States. The success rate of start-ups by the end of the project is targeted at being between 40% and 60%, which would mean making considerable increases from the current rate, which is between 10% and 30%.
Principally, the scheme will function via action programmes that will provide guiding materials, e-learning facilities and procedures and remote assisted support. The project co-ordinators will collect feedback from the regions involved and this will allow analysis of the action programmes and validation by using pre-defined impact indicators. The aim is for the validation process to lead to the formalisation of new best practices that can then be implemented throughout Europe.
The main target group of Tractor will be those start-ups of 3-5 years of age as they are in the highest risk category. Support will be offered in relation to the implementation of business excellence and technology, legal and financial consultancy, marketing and market research and leadership and knowledge management. The new practices guidelines and procedures will be distributed by innovation nets via PAXIS networks on the Internet. |

TRANSACT --- To transfer proven and successful university based start-up support schemes to innovative actions in Newly Associated Countries (NACs). |

Description of the Work --- Innovation and start-up creation in Newly Associated Countries is restricted due to the paucity of support services and the lack of an established infrastructure. This means that there is less co-ordination and co-operation between innovators within NACs and therefore less opportunity to share best practices.
The project aims to transfer existing university based start-up support schemes, having proven their excellence in regional, national and European evaluations, to NACs. Transact will have a strengthening impact on the economic potential and competitiveness amongst the NAC regions, with an aim to improving conditions for the creation and development of new companies.
Initially, analysis by independent experts will determine separately the effectiveness of each support scheme and the special needs / preconditions of the NAC partners. EU and NAC partners, aided by the decision-makers of partner NACs, will then evaluate the transferability of these support models/approaches/instruments to the previously identified special conditions of the NACs. Once the analysis has been completed an assessment will be made on the compatibility between EU support schemes and NAC start-up ventures.
TRANSACT online
Open Space Conferences --- For effective decisions to be made, participants will attend Open Space Conferences (OSCs) which will act as collaborative planning instruments. All the relevant parties will come together in one place, making planning, sharing of knowledge and selection of partners and tools much easier. The initial OSC in Stuttgart acted as an introductory forum in which all participants convened to discuss the conclusions of the evaluation process. At the conference, each NAC partner pre-selected appropriate instruments, discussing them with experts, which provided experience and assistance needed for their implementation. To communicate the further needs of the start-up support schemes and to develop an implementation strategy, the individual partners will carry out supplementary open space conferences.
The ultimate aim for the Transact project is to define a detailed transfer methodology for each individual participating NAC university. The methodologies will be recorded and, after the completion of the project, will be applicable to future start-up ventures. It is necessary therefore, for the results of the Transact project to be disseminated to parties other than the participating universities in the NACs. The results, in the form of case studies, will be made available to all universities and research institutes within the NACs. |
