  Vienna Region - A region of excellence for innovative start-ups

Vienna is the capital city of Austria, a country in the very heart of Europe. As well as being a city of extreme beauty and culture the region also forms the economic and administrative nucleus of the country.

The Vienna region is made of Vienna and Niederösterreich / Lower Austria; it is home to approximately 2.3 million inhabitants. It accounts for 36% of Austrian GDP. 27% of all the EPO patents posted annually originate from the Austrian region.

Vienna and the region around is academically the most important region in Austria with universities and many other learning institutions The region also forms the focal point, in terms of scope and scale, of the major R&D activities within Austria. It has over 140 000 students attending its universities and technical colleges and many of these students will feed the high density of R&D institutions to be found in the area
Out of all the new business ventures in Austria 44% of them are developed and set up in the Vienna region.

The Vienna Region is represented by the Department of economic Development of NÖ.
The Federal State and City of Vienna is represented by the Vienna Business Agency whereas the Federal State of Lower Austria, covering the region surrounding the city is represented by the Department of Economic Development.

The innovation system within the region is structured so that a "metropolitan constellation" of innovation clusters, compromising of start-ups, seed capital sources and research bases co-exist across administrative borders. The stimulation of start-up companies and of innovative enterprises is a central component to business policy within the area and is deeply anchored in the regional strategies.

There are many examples of how innovation and start-up creation within the Vienna region is being nurtured and encouraged. Two such schemes that demonstrate good practices within this field are the GENIUS and INiTS initiatives.
GENIUS provides tools and mechanisms in the stimulation of start-up creation and also provides support services, such as experience and network knowledge, to existing start-ups. INiTS represents a network of universities, technical colleges and various other actors that can provide access to scientific and business expertise, synergies in research and development and a valuable source of under-graduates and post-graduates that are crucial for the continuing growth of the innovation start-up industry.

Along with several other regions in Europe, Vienna Region, through participation in the START project, which is part of the European Commission sponsored PAXIS programme, hopes to achieve several advances in the development of its local innovation start-ups. Those targeted in the project are the spin-offs forming from both higher education institutes and private firms within the research and development environment. The rate of creation, quality of output and sustainability of start-ups are the key areas in which improvements are expected. These objectives will be reached through a combination of:
  • raising the awareness of the commercial innovation opportunities to all relevant actors and then creating incentives to stimulate mobilisation of these actors to enter into start-up ventures
  • ensuring the presence and accessibility of pre-seed funding
  • provision of professional managerial and technological support to existing and developing start-up companies

Spin-off success within the Vienna region will be enhanced by analysing existing spin-offs in both the public and private sectors, facilitating the exchange of important experiences and tools and experimenting with new settings and methods in order to develop new tools. Best practices and policies can be extracted and can then be disseminated and adopted throughout the region. A useful by-product of the project is that, as it requires a pooling of resources and co-operation between all parties, networking potential will be increased and a greater inter-disciplinary understanding will be forged creating a synergistic affect.
