Multiannual R&D programmes (EEC) in the field of the environment, 1986-1990

 
Part of the first Framework Programme (1984-1987) under subactivity 8.2.: "Environment and Climatology", this fourth R&D programme on the environment consists of three parts:
- The environmental protection programme addressed the research requirements of most of the short and medium-term policy goals of the Community's Environmental Action Programme;
- The climatology programme dealt with the effect of human activities on climate;
- The programme on major technological hazards concerned the issues underlying the SEVESO Directive on the major accident hazards of certain industrial activities.
To establish a scientific basis for implementing the Community's environmental policy, to promote long- term basic research on important environmental problems, and to coordinate relevant national research.
Three research programmes:

- Protection of the environment (ENVPROT 4C):
Research topics:
. Health effects of pollutants;
. Ecological effects of pollutants;
. Assessment of chemicals;
. Air quality;
. Water quality;
. Soil quality;
. Noise research;
. Ecosystem research;
. Waste research;
. Reduction of pollution;
. Scientific basis of environmental legislation and management;
Concerted actions:
. Air-pollution effects on terrestrial and aquatic ecosystems;
. Physico-chemical behaviour of atmospheric pollutants;
. Organic micropollutants in the aquatic environment;
. Treatment and use of organic sludge and liquid agricultural waste;
. Coastal benthic ecology;
. Indoor-air quality and its impact on man;
. Protection of species;
. New technologies and environmental protection;
. Compatibility of fibres with the environment and health;

- Climatology and natural hazards (CLIMAT 3C):
. Climatology:
The physical basis of climate, climate sensitivity and climatic impact;
. Natural hazards:
The causes, mechanism and impacts of climatological anomalies and seismic risk evaluation (Community concerted action);

- Pilot projects on major technological hazards (TECHHAZ C):
. Physical and chemical phenomena and mitigation of consequences of accidents;
. Assessment and management of risk.
The Commission, assisted by the Management and Coordination Advisory Committee (CGC) on the Environment and Climatology, was responsible for implementing the programmes through shared-cost contracts, coordination activities, workshops, assessment studies and training (doctoral and post-doctoral fellowships and exchanges of scientists).

The shared-cost research contracts were concluded with research organizations, universities and industry. Preference was given to transnational projects which may be carried out under a single contract or a set of related contracts. The call for proposals stipulated the objectives of each project.

Coordination was implemented, either by formal concerted actions in suitable research areas in which a substantial amount of research was on hand at national level, or by ad hoc arrangements with research institutions in the Member States whenever this offered benefits for Community research.

The participating Member States and the Community regularly exchanged information on the execution of research involving concerted actions.

The Council could conclude agreements with third States, in particular those involved in European cooperation in the field of scientific and technical research (COST), with a view to associating them with the programmes.

The programme was reviewed at the end of the second year. On its completion, the Commission sent to the Member States and the European Parliament a summary report on the implementation and results of the concerted actions.
