AbstractThis Commission scheme was carried out within the framework of the third Community action programme on the environment (1982 to 1986).
SubdivisionFour fields of action:
- Monitoring of oil slicks:
To improve the airborne instrument systems for detecting oil slicks and for obtaining data on such features as their thickness;
- Recovery of heavy oils at sea:
To develop or improve a system for recovering heavy fuel oils;
- Protection of sensitive coastal wetlands:
To protect or clean up areas such as marshes and salt meadows which are particularly inaccessible and difficult to clean up;
- Computer models of slick development, for use in emergencies:
To construct models for improved assessment of changes in the most sensitive indicators of the physical and chemical behaviour of hydrocarbons discharged at sea as they age, and to improve the computer models already employed in shaping the decisions of authorities responsible for combating oil pollution at sea.
ImplementationThe Commission was responsible for the implementation of this scheme by means of shared-cost contracts. The Community contribution did not exceed 50% of the total costs actually incurred in implementing each project. Parties making submissions were required to declare any other public aid received and to state their previous activities in the field. A final report was required to be submitted within 12 months of signing the contract.
