Programme (EEC) of pilot projects on the control and reduction of pollution caused by hydrocarbons, 1984

 
Financial support for the realization of this programme was granted by the Commission in the framework of the third action programme on the Environment (1982-1986).

The Community Information System (CIS) was an integral part of the programme. The CIS was first established by Council Decision (81/971/EEC) of 3 December 1981 which provided for an information system restricted to measures for combating oil spills.
To improve the airborne instrument systems for detecting oil slicks and for obtaining data on such features as their thickness in particular; to develop or improve a system to pick up heavy fuel oils; to protect or clean up areas such as marshes and salt meadows which are particularly inaccessible and hard to clean up; and to construct or improve computer models of slick development.
- Monitoring of slicks;

- Recovery of heavy oils at sea;

- Protection of sensitive coastal wetlands;

- Computer models of slick development, for use in emergencies.
The Commission was responsible for the implementation of the programme. Contracts took the form of cost-sharing contracts. The Commission's contribution did not normally exceed 50% of the total costs actually incurred for the realization of a project. Project Proposals could be submitted by any natural or legal person established in one of the Community Member States. Contractors were required to submit a final report to the Commission on the work carried out.
