Research and development programme (EEC) in the field of science and technology for development, 1987-1991

 
Part of the Community's Framework Programme for Research and Technological Development (1987- 1991) under activity 6: "Science and Technology for Development".

While similar in conception to the first programme in this field (STD 1, 1983-1986), new measures aimed at the establishment or expansion of basic research facilities in the Third World include the training of scientific personnel, aid for the acquisition of equipment and the creation of research networks.
To increase scientific cooperation between the Community and developing countries, to their mutual benefit, by improving Third World agriculture, medicine, health and nutrition through the development of research capacities, the speedy dissemination of research results, the coordination of research and aid, the boosting of developing country research teams and standards, and the reinforcement of North-South laboratory links.
Two subprogrammes:

- Tropical and subtropical agriculture:
. Improvement of agricultural products;
. Conservation and better use of the environment;
. Agricultural engineering and post- harvest technology;
. Production systems;

- Medicine, health and nutrition in tropical and subtropical areas.
The Commission, assisted by the Management and Coordination Advisory Committee (CGC) on Development-linked Research, is responsible for carrying out the programme which is implemented, as often as possible, by agreement with scientific institutions in developing countries after their needs have been established. Research findings in other parts of the world are taken into account.

Competent institutions established either in the Community or in developing countries are invited to submit proposals as are other international organizations operating in this field. In the case of certain research projects, priority is given to regional and integrated programmes.

Projects are implemented mainly through cost-sharing contracts. Contracting parties are required to meet a substantial proportion - normally at least 50% - of total expenditure. In specific cases, a higher rate of Community financing may be appropriate.

The Commission evaluated the programme in its third year with the assistance of independent experts, including a sufficient number from developing countries.
