To intensify priority measures for enterprise policy in order to stimulate growth within the Community, and to ensure the continuity and consolidation of enterprise policy in order to encourage the europeanization and internationalization of enterprises, especially small and medium-sized enterprises (SMEs)
AbstractA Council Decision of 14 June 1993 adopted a single multiannual programme of Community measures to intensify the priority areas and to ensure the continuity and consolidation of policy for enterprise, in particular for SMEs, in the Community, submitted as amended proposals for two multiannual programmes by the Commission in COM(93) 180 final. The programme is aimed at all enterprises, especially small and medium-sized enterprises.
SubdivisionThe objective to intensify the priority measures for enterprise policy in order to stimulate growth within the Community is particularly concerned with:
Improvement of the administrative and legal environment of enterprises especially in the area of indirect taxation;
Better access to Community information for enterprises;
Improving the business partner search network;
Continued development of instruments permitting direct contact between entrepreneurs and aimed at promoting transnational subcontracting; and
Ensuring full consideration of the interests of SMEs in the various Community initiatives and policies.
The objective aimed at ensuring the continuity and consolidation of enterprise policy is particularly concerned with;
Encouraging SMEs, including craft-industry enterprises, to adapt to structural changes and to changes brought about by the internal market;
Exchange of experiences and transnational cooperation activities,
Promoting a better financial environment for enterprises;
Promoting better observation of the economic development of enterprises as part of the dynamic of effective implementation of the internal market.
ImplementationThe Commission is responsible for implementation of the programme assisted by a committee composed of the representatives of the Member States and chaired by a representative of the Commission. Every year the Commission will submit to this committe a report on the implementation concerning progress on all its aspects. The Commission will submit an external evaluation report on the implementation of this decision, including a cost-effectiveness evaluation, and any proposals deemed necessary in the light of the evaluation report to the European Parliament, the Council and the Economic and Social Committee. During the first half of 1995, the Commission will also submit reports on the future operation of networks and on the coordination between the different Community Programmes manifestly in the interests of SMEs and craft industries.
The total amount deemed necessary for implementation of the Decision is 112.2 million ECU. This figure includes the existing budgetary amount for 1993 of 24.8 million ECU. The amount allocated to intensifying the priority measures is 85 million ECU and a sum of 27.2 million ECU to ensure continuity and consolidation
