Programme plan (EEC) to stimulate the international cooperation and interchange needed by European research scientists (SCIENCE), 1988-1992

 
Part of the Community's Framework Programme for Research and Technological Development (1987- 1991) under subactivity 8.1: "Stimulation", this second programme in the field is similar to the first (STIMULATION 1C) but attempts to involve more people and research teams, especially those involved in industrial research. The support measures are intended to help achieve a research workers' Europe and improve the Community's overall scientific infrastructure.
To improve the efficiency of scientific and technological research in all Member States, thus helping reduce the disparities between them, to stimulate exchanges between European research laboratories, to improve access to communication networks and scientific and technical information, and to promote training, mobility and technical cooperation.
Measures to stimulate interchange and cooperation apply to all fields relevant to the exact and natural sciences, such as mathematics, physics, chemistry, life sciences, earth sciences and ocean sciences, scientific instrumentation and engineering sciences.
The Commission implements the stimulation plan by means of research bursaries, research grants, grants for high-level courses, contracts encouraging laboratory training, and operations contracts, including equipment and accompanying measures, where appropriate. It is assisted by the Committee for the European Development of Science and Technology (Codest) and by consultants.

The Community pays 100% of the cost of scientific and technical cooperation and interchange actions covered by the plan. The contracts drawn up by the Commission show the rights and obligations of each party, particularly the methods of disseminating, protecting and exploiting the research results and of making any reimbursement that may be necessary of the funding given.

The Commission is authorised to negotiate agreements with international organizations, with those countries participating in European cooperation in the field of scientific and technical research (COST) and with those European countries having concluded framework agreements in scientific and technical cooperation with the Community, with a view to associating them wholly or partly with the programme.

After 30 months the Commission conducted an evaluation of the results achieved by then and submitted a report to the European Parliament and the Council/Member States. After completion of the plan, the Commission will submit a report on the performance and results of the plan.
