I8INTEGRATED MODELLING OF RENEWABLE NATURAL RESSOURCES - THE ECONOMIC - ECOLOGICAL INTERFACE

Objective

THE REPORT INCLUDES ANALYSES OF THE PRESENT AND EXPECTEC FUTURE STATE OF RENEWABLE RESOURCES, RESOURCE-USING ACTIVITIES AND PROBLEMS IN RESOIRCE MANAGEMENT IN THE EC. IT ALSO PRESENTS THE RESULTS OF A SURVEY OF RENEWABLE RESOURCE MODELS IN THE EC AND PERSPECTIVES ON THE FEASIBILITY OF AN ANALYSING STRUCTURE REFERRED TO AS IRENE (THE INTEGRATED MODEL FOR RENEWABLE NATURAL RESOURCES OF EUROPE)>.

THE ECONOMIC-ECOLOGICAL INTERFACE REFERS TO THE TWO MAJOR SCIENTIFIC DISCIPLINES WHICH HAVE THEORETICALLY BEEN EMPLOED IN RENEWABLE RESOURCE ANALYSIS. FURTHERMORE, IRENE WILL AHVE TO INCLUDE BOTH ECONOMIC AND ECOLOGICL ASPECTS.

INTEGRAD ECONOMIC-ECOLOGICAL MODELLING HAS DRAWN MUCH ATTENTION IN THE LAST FEW YEARS. OPERATIONAL MODELS HAVE BEEN DEVELOPED FOR FRISHERIES, FORESTRY, AGRICULTURAL AND WATER RESOURCE PROBLEMS AND MANAGEMENT. THE EXPERIENCE WITH THESE MODELS, HOWEVER, IS STILL LIMITED. MOST OF THOSE MODELS WHICH HAVE BEEN APPLIED IN ACTUAL POLICY MAKING AND RESOURCE MANAGEMENT COVER ONLY (SUB-NATIONAL) REGIONS AND GENERALLY ONLY A SINGLE RESOURCE AND INDUSTRY. ECONOMIC-ECOLOGICAL MODELLING AT THE NATIONAL SCALE, OR AT THE SCALE OF THE EC OR EC-REGIONS, AND MODELLING OF MULTIPLE RESOURCE USE WILL FACE GREAT DIFFICULTIES, BOTH IN DATA ACQUISITION, DATA MANAGEMENT AND MODELLING PER SE.

FIFTY-FIVE RESPONSES WHICH DEALTH WITH THE ECONOMIC-ECOLOGICAL INTERFACE AND THE DISPERSION OF EMISSIONS IN WATER AND AIR, WERE RECEIVED. THEY WHERE EXAMINED ACCORDING TO - COUNTRY OF ORIGIN - PURPOSE OF THE MODEL - FIELDS OF APPLICATION - SPATIAL SCALE - OVERLAP OF SPACIAL SCALE - TEMPORAL RESOLUTION - OVERLAP OF TEMPORAL RESOLUTION.

ALL RESPONSES WERE THEN CLASSIFIED ACCORDING TO THE FOLLOWING CRITERIA IDENTIFIED AS RELEVANT TO THIS RESEARCH ACTIVITY :

- SPATIAL SCALE GREATER THAN NATIONAL OR EUROREGIONAL,

- OBJECTIVES OF MODELLING EXERCICE INCLUDE RNR POLICY OR MANAGEMENT,

- POSSIBILITY OF LINKAGE TO OTHER MODELS,

- VALIDATION OF USE OF THE MODEL.

ONLY FIVE MODELS SATISFIED ALL CRITERIA.

PHASE I OF THIS ACTIVITY DEALTH WITH THE SURVEY AND PRELIMINARY IRENE DESIGN. THE SURVEY RESULTS AND PROPOSALS FOR DESIGNS WERE PRESENTED IN APRIL 1986 AT A WORKSHOP IN DRIEBERGEN.

PRIOR TO THIS WORKSHOP, IRENE WAS ENVISAGED TO BE A COMPUTER MODEL OR SET OFMODELS, COMPRISED OF (ELEMENTS OF) EXISTING RNR MODELS. THE RESULTS OF THE INVEMTORY, AS OUTLINE IN THE JOINT WORKSHOP PAPER PRESENTED AT THE WORKSHOP, SHOWED THAT FEW SUITABLE MODELS EXISTED. ALSO, IT BECAME OBVIOUS THAT A BRADER RANGE OF FACILITIES OFFERED BY COMPUTERS WERE RELEVANT TO POLICY ANALYSIS. THE SUBSEQUENT DESIGN AND OPERATION PROPOSED FOR IRENE HAS ATTEMPTED TO ACCOMODATE THE MANY VIEWS EXPRESSED AT THE WORKSHOP. IRENE IS NOW ENVISAGED TO BE A COMPUTER SYSTEM WHICH HOUSES MODELS, DATA/INFORMATION, GEOGRAPHICAL, GRAPHIC, AND OTHER SOFTWARE PACKAGES, AND GENERAL COORDINATING FACILITIES. IT IS EXPECTED THAT SUCH A SYSTEM WILL BE MAINLY EMPTY IN THE BEGINING. THIS IS DUE TO THE LIMITED AVALABILITY OF SUITABLE MODELS, INITIAL COMPATIBILITY PROBLEMS BETWEEN IRENE AND EXISTINGS MODELS, AND THE LIKELYHOOD THAT FEW DATABANKS AND ACCOUNTS EXIST IN A READY-TO-USE FORM. HOWEVER, POLICY NEEDS WILL FORCE SOLUTIONS TO THESE PROBLEMS, DRIVING IRENE'S GROWTH AND EVOLUTION. IRENE WILL ALSO PROVIDE A CONSISTENT FRAMEWORK FOR ANALYSIS OF RNR ISSUES, AND GIVE DIRECTION TO FURTHER RESEARCH AND DATA COLLECTION ACTIVITIES
