INDIVIDUAL FUEL BILLS IN APARTMENT BUILDINGS

Demonstration of a computerized device (GERTEP) allowing an individual repartition of heating and domestic hot water bills amongst the various occupants of a multi-dwelling building equipped with a central boiler plant.
The accuracy of the system should increase the motivation of users who might only pay for what they consume, thus modifying their behaviour and lowering the energy consumption. Savings are expected to reach 15% on heating and 30% on domestic hot water (average: 18%).
The testing of the monitoring equipment indicated proper operation. The results regarding the first heating period (86/87) indicate a significant decrease of global energy consumption. The results regarding the second heating period (87/88) indicate that the global reduction of gas consumption achieves 22 % of the previous annual consumption - in terms of degree-days.
A slight drop in the temperature levels was observed in the apartments during the monitoring period. The sharing of costs, in accordance with the consumption related to the space heating (by means of temperature measurements) and to the domestic hot water service (by means of water meters) seems to be fair.
The simple pay-back period is 4,7 years on the 1985-price of the natural gas or 7 years on the 1988-price.
The GERTEP-system has been installed in a 56 apartment building in Douai (France). The building is heated and supplied with domestic hot water from a gas fired central plant (2 x 415 kW); the apartments are heated by radiators installed along the sills. The heating system is controlled in function of the outdoor weather conditions.
The GERTEP-system includes the installation of
(1) 4 measurement centres, each collecting data from 14 apartments, as well as informing about the consumption of domestic hot water and heating.
(2) 108 electronical integrating meters, collecting data for the repartition of the costs of the domestic hot water consumption.
(3) 360 temperature sensors measuring the temperature of the radiators for the repartition of the heating costs.
The measurement centres (1) are installed in the land-lord parts of the building, the electronical meters (2) and the temperature sensors (3) are installed in the apartments.
The outdoor weather conditions (global solar radiations, outdoor temperature, wind speed) are measured through instruments installed on the roof of the building.
The internal conditions are measured in the living rooms of 11 apartments, used as references. Regarding the domestic hot water, the incoming cold water temperature, the domestic hot water temperature as well as the flow are measured in the plant room.
All measuring devices are working continuously (data are collected every 6 minutes).
The energy savings obtained through the GERTEP-system will be appreciated by comparison with the consumptions during the precedent years when the GERTEP-system was not still installed (basis: degree-days method).
A specialized company has performed a thermal diagnosis of the building; the energy consumptions measured before the implementation of GERTEP devices comply very well with the theoretical consumptions.
The project includes 3 phases :
(1) implementation of GERTEP devices;
(2) implementation of monitoring equipment andtesting;
(3) monitoring ( 2 heating seasons) and reporting.
