Objetivo A) to secure the benefits of technical cooperation and communication between leading local authorities in two countries in the matter of energy savings in local authority buildings.B) to test improved methods, products and techniques in actual practice recording all costs and difficulties and monitoring actual performance of the completed building conversions during a subsequent heating season.C) to accelerate the adoption of energy saving measures in municipal buildings in other EEC Member States.D) to accelerate the unification of markets for products (and services).E) to accelerate industrial innovation.Aims A and B were fully achieved. Another Municipality (Enschede, NL) withdrew from the project before signing the contract. Bologne (Italy) withdrew after signing the contract due to a lack of local financing. Stage 1:mutual review of feasibility studies from the 3 towns. Possible revision of own feasibility study. This stage covered matters such as functional needs, design methods, products availability, prices performances quality, workmanship and quality of design.Stage 2:implementation of energy saving measures in one building in each of the 2 towns:a school (Duisburg) and a Cheshire County Council office building (in Warrington). Co-operation on common methodology for data collection and analysis.Stage 3:the 2 projects were monitored for one heating season in order to evaluate the actual efficiency ofenergy saving measures. Operation and maintenance costs are also recorded. Public relations activities were carried out not only in the 2 countries involved but also in the other EEC Member States.
