REMOTE CENTRALIZED MANAGEMENT OF HEATING PLANTS IN MUNICIPALITY BUILDINGS

Objective

To achieve a centralised supervision and management for the heating installations of 53 municipality buildings in Rennes (France). The aim was to save 10% of previous fuel consumption i.e. a saving of 400 TOE per year.
The investment would have a payback period of 6.6 years.
1. The system was developed during the years 82, 83 and 84 allowing complete monitoring during the winter season 84/85.
2. The energy savings appears to be 6-7% which is less than the target but nevertheless significant. The difference is probably due to the previous improvement of the local optimizers.
3. The manpower saving has not been evaluated but is significant due to the fact that routine inspection wards have been cancelled giving more time to the maintenance staff for more efficient maintenance tasks.
4. The annual saving is evaluated to approximately 500,000 FF which in regard of the approximately 4,000,000 FF investment costs gives a rough payback period of 8 years.
1. The 53 buildings include the town hall, schools, museum, sports centres, greenhouses, technical facilities, etc... . Their heating installations are fed by fuel oil, gas or are connected to the district heating system. Each of them has a heating capacity higher than 350 KW.
2. The system could be extended to other buildings.
3. The main features are as follows:
- local recording devices (status, temperatures, energy consumption) connected to a local satellite station allowing remote control transmission,
- high frequency data transmission through the existing telephone network which is used simultaneously for normal communications,
- data collection and processing in a central unit.
4.The central supervision and management system is complementary to the local automatic controls and optimizers and provides the following functions:
- status and alarm signals (i.e. burners, lack of water, pumps, freezing risks, etc...)
-remote measurements: rooms temperatures, water temperatures, fuel consumption, etc...
- remote control for the on-off functions of the heating plants, pumps, optimizers, etc...
5. The central supervision improves the maintenance of installations and allows energy savings by switching off the heating systems when heating is not required (holidays, outside temperature swings, etc...). The data processing of daily and monthly energy consumption monitoring plays an important role in maintenance improvement and energy savings.
