REVITALISATION OF AN ABANDONED RUN-OF-RIVER HYDRO PLANT BY USING A KAPLAN TUBE TURBINE

Obiettivo

The aim is to refurbish an abandoned hydropower plant implemented in 1927 to optimize energy production according to the given hydrological conditions. Use of a modern, compact Kaplan tube turbine for low head conditions and varying flows technical data of demo project: HN=6 m, QT=15.5 cms, PE=800 kW, E=2400000 kWh. The plant will be fully automated and equipped with an induction generator interconnected to the public grid.
The exploitation of Rei de Moinhos, built in 1927, which obsolete technology was deactivated due to its degradation. However, rehabilitation with the technology proposed appeared to be a cost effective successful project, in which all the energy produced has use in the Medium-Tension network.
With the studies of the Rio Alva flows, where the Exploitation is located, and the average daily flows over a period deemed significant the module of the river and the equipped flow were established.
Economically, at the date of the conclusion of the work the valuing of producible energy - energy unitarium value - was set at ESC 11$50=kWh, using as a support the average valuing of the kWh, based on the average value observed in mini hydropower plants for 1995. Thus, for a useful 3D-year lifetime, for an annual average productivity of 2.4 GWh, a total electrical value of 247.9 million escudos was estimated for a total cost of investment of approximately 220 million escudos corresponding to a Benefit/Cost rate of 1,11, a cost of 275 million escudos per kW installed (for 800 kW), a time of gross return of 8,2 years.
Further to the technical aspect, rehabilitation of the Exploitation is considered a total success. It is located near a deactivated existing one, therefore not causing any type of environmental conflict.
However, it showed some probability of risks, as referred in the application, because of its innovative aspect and the characteristics of recovery it showed. Therefore, in order to comply in full with the objective and the Contract, work was slightly behind schedule.
1. INNOVATIVE TECHNOLOGY
A high degree of innovation was selected in order to reduce costs while guaranteeing adequate reliability and operational simplicity. This is an innovative Power Station in our country, in the very reduced compact construction components, operating by remote control, given the automatisms introduced, with an asynchronous generator (a preferable solution from the technical economical point of view) as the Power Station is connected to the MT electrical network and ancillary equipment designed for cost optimization.
2. THE CONTEXT IN WHICH THE TECHNOLOGY IS OPERATING
Analyses viability of application of techniques used in other mini hydropower undertakings. In addition, it makes available to other organization, namely Municipalities, the information they may need for their own undertakings. It increases potential technical interchange between sectors, including the public and the private ones. As a potential multiplier of techniques it dynamises new adaptations in the field of essentially conventional technologies.
3. ECONOMIC ASPECTS OF TECHNOLOGY, I.E. OVERCOST COMPARED TO CONVENTIONAL EQUIPMENT, COST OF ENERGY PRODUCE IF APPROPRIATE ('95 prices).
A traditional solution of the Exploitation would have an estimated
cost of 300 000 000
The solution innovating proposal in its first construction had a cost rounding 220 000 000
The same solution proposed, in later constructions will have an estimated cost of 160 000 000
The first construction of the solution cost per kW installed (for 800 kW) was approximately ESC: 275,000
4. MONITORING IS OF PARTICULAR NOTE
After entering service careful efficiency control was carried out with campaigns of readings for analysis of the way the system reacted along one year in conformity with the turbinable flows. During this test campaign the behaviour of the variation fall and flow was analysed.
