TRAFFIC AND OFFSHORE PLATFORM SAFETY SYSTEM

Objectif

Implementation, validation and demonstration of the "Traffic and Offshore Platform Safety System".
"TOPSS" is aiming at the prevention of collisions between ships and offshore production facilities.
For these purpose existing simulation programs are integrated and implemented in a simulator. The use and the validity of the simulator have been demonstrated with full scale experiments with a tanker on open sea.
The result of the completed project is an Operational System for predicting the track of an arbitrary vessel drifting under the influence of wind, waves and current. The drift model has been combined with computer models of the North Sea topography (coast lines, depths, traffic lanes, production platforms and pipe lines). The system is userfriendly and well documented. The accuracy of the system has been established by means of extensive model tests and full scale trials.
Collisions on sea and particularly collisions of vessels against offshore platforms are actual dangers for the safety for our community and the environment. On a regular basis MARIN is involved in analyzing the above mentioned situations and MARIN is involved in technical improvements for a safe environment.
On behalf of the offshore industry some simulation models are developed, which could be applied for such studies. Software packages like DPSIM and DPSEMI are used for the simulation of the motions of vessels and semi-submersibles taking into account waves, wind and currents. In order to approach the correct dragpower for towboats programs like DBTANK and ENV4CE are available.
The LIFSIM package is developed for analyzing the behaviour of coupled systems like those present in salvage and hoisting operations. The dynamic analysis of cables, risers and umbilicals can be realized with DYNFLX. In addition simulation programs are developed in order to solve complex systems (e.g. vessels in combination with towboats).
By means of these programs an advise can be given about usage and application of materials during tow and salvage operations.
The aim of the TOPSS project is the development of an integrated system (TOPSS) which will give during disasters the appropriate information like:
- Analysis of potential problems.
- Making diagnoses.
- Realising the required action plan.
- Creation of an operation guidance of safety.
The package has been developed for usage by the operating government and the participating enterprises (e.g. oil-companies) and other parties.
