INSTALLATION OF A 3 9 MW WIND PARK IN THE DISTRICT OF "BAIX EBRE" (SPAIN)

Obiettivo

- The production of electrical energy from the wind as a renewable source.
- The installation of the wind farm in a very complex terrain is one of the
most important aspects. The ororgraphy of this site is very complex.
- For the first time in Spain, a local government (the District Council of
the "Baix Ebre") promotes and aims to install a wind farm. This initiative
is also supported by upper administrations : "Generalitat de Catalunya" and
Ministerio de Industria y Energia", and Institut Catala de la Energia" of
the local Catalonia Government.
Metering at the site of the installation confirmed the wisdom of the choice of this area for a wind park, as there is annual average wind speed of 7.3 m/s, meaning that the turbines have an average wind collection equivalent to 982 kWh/m² per year, taking into account the area swept by the turbine blades. The power generated annually, 8300 MWh, would provide for the needs of 2880 families.
Total power production over the period (June-November 1995) was over 2 million kWh, with average power factor of 0.982. The availability factor, which measures the real operation of the wind turbines was 96.7.
Besides these results, the Baix Ebre Wind Park also has other environmental advantages directly related to clean power generation and the use of an autochthonous, renewable resource such as wind power : it avoids the discharge into the atmosphere of 8327 tonnes per year of CO2 and 50 tonnes of SO2, gases responsible for the greenhouse effect and acid rain respectively, and substitutes for 176 tonnes of oil per year.
The wind farm is made up of a total of 27 ECOTECNIA 20/150 wind turbines, with a total installed power of 4.05 MW. The Ecotecnia 20/150 is a stall-regulated wind turbine of 20 m diameter with a 150 kW induction generator mounted on a tower of 24 m height. This wind turbine, developed by Ecotecnia S. Coop. with installations in Tarifa and the Canary Islands, was first installed in Tarifa, Spain under a demonstration project of the C.E.C.'s DG XVII (WE./346/86).
The most important innovation of the project is the use of a complex terrain in wind energy exploitation. Opposed to flat sites, complex terrain require to pay more attention to the wind turbine placing in the orography than to the wind farm structure. The participation of the District Council of the Baix Ebre is also a real innovation in Spain : to date the activities of local governments are not involved in energy planning or investment and the promotion of the present project is very interesting from the point of view ofenergy and environment.
This first step in Spain of a local community involved in activities of energy planning is not only related to the present project but also to the use of other renewable resources present in the area, and aims to develop competitivity of safe energy sources in a very conflictive area influenced by the presence of four nuclear plants, one of them closed now, in a radius of 30 km.
