Objectif PURPOSE One of the aims of the DELTA Programme consists in that of improving the market competitiveness of the Training industry. TRIBUNE, one of the current 22 DELTA Projects, contributes to this general aim through the organization of collaborative activities within the DELTA Programme and the organization of a communication flow between the DELTA Community and the outside world. Furthermore, as agreed in the DELTA framework, TRIBUNE is a service initiative supporting the DELTA Programme as a whole, in order to increase the impact of its R&D results. TRIBUNE is rooted both in the DELTA Programme research process for development of consensus among DELTA contractors and in the VALUE Programme for dissemination of results. The key issue of TRIBUNE is the development of consensus and the harmonization of views within the Learning Technology Community, through the animation of actors and the dissemination of information. Information products are being and will be produced with the purpose of disseminating information. These products constitute strategic input for future work in R&D. They will lead to concrete recommendations for effective implementation of Learning Technology. Improving the understanding of the mutation of the training industry faced with information and communication technologies, is the core of the task of raising awareness. The TRIBUNE Project therefore aims at providing Awareness Working Infrastructures and support for Information dissemination in order to: foster consensus, achieve concertation and improve the understanding of future evolution related to: - Terminology - Economical approaches of Multimedia material production and use - Resources production - Flexible and distance learning issues - Telecommunication issues. set out guidelines, standards and priorities for future work in Learning Technology R&D and implementation disseminate information towards the DELTA community and the outside world, using the outputs of both Awareness Working Infrastructures and DELTA projects progress and results. The TRIBUNE project produced a series of eight publications in English and French with some in German, reporting and explaining activities in advanced learning technology in general within the wider Europe and on the activities of the projects in particular, resulting in the printing of over 35000 copies.It created twenty national networks in Europe, involving 150 actors consisting of persons and institutions. It also created a database consisting of 4200 entries of actors involved or interested in alternative learning technologies and produced 59 issues of Fax and Email Bulletin sent to project contractors.It collaborated with the organisation and co-ordination of conferences including the National Networks' Delegates conference in Geneva in October, 1994, the conference in Düsseldorf, in November, 1994, and the Concertation Meetings (DeCoMes) - by chairing and reporting plenary sessions and the special interest pilot experiments group.It acted as a news agency, placing articles in key magazines throughout Europe, and contributed to the EC-Canada FORUM by establishing a permanent communication link, extending TRIBUNE's work in Europe. A Common database collection of all information on the projects in an electronic format, has been created, some of which, is publicly available via the Internet.OUTPUTS TRIBUNE's most tangible outputs will have the form of periodic publications: An internal Bulletin sent by fax and e-mail every two weeks mainly to DELTA Contractors as well as to some outside key actors. A collection of documents, entitled the TRIBUNE Collection, focused on specific themes of general interest for the Flexible and Distance Learning Community. Other intangible outputs will have the form of various Services provided inside and outside DELTA, such as: the creation and implementation of a News Agency for the dissemination of information through existing channels the creation of National Networks consisting of persons and organisations interested in both being informed and on exchanging views on the latest developments in the field of Flexible and Distance Learning the production, publication and dissemination of printed and electronic materials related with DELTA results intended for potential industrialists, producers and users of learning /training technologies. APPROACH The Service action of TRIBUNE is being achieved by accelerating the social negotiation process among the actors through the establishment of concrete Awareness Initiatives, both for information gathering of available information in the field of Flexible and Distance Learning and the dissemination of this information to concerned actors in Europe, such as: A continuous set of Field Works oriented towards both gathering information on DELTA Projects' progress and findings, gathering information from the outside world related to these issues, and at last, organizing and synthesizing the collected information. Organization of permanent Working Panels oriented towards key actors at decision-making levels outside the DELTA Programme as well as representatives of DELTA's Pilot Projects, on topics of interest such as "Policy Impact on the European market of Flexible and Distance Learning" and "Efficient Practices in the field of Flexible and Distance Learning using Advanced Learning Technologies (ALT);". The collaboration with the DELTA Office in the organisation and coordination of the DELTA Concertation Meetings (DeCoMe); and Special Events, which take place every two months, namely chairing and reporting on one of its main activities, the Special Interest Group 3, etc. TRIBUNE also participates as advisor, organiser and/or speaker and reporter in a number of events and manifestations such as, Media Net, Telesio, Educatec, etc. The TRIBUNE Consortium is composed of well-known European Associations gathering different categories of actors and different specialized organisations. This partnership has been built in order to cover all the European countries (European Community members and EFTA members); to have direct access to the different types of actors involved, such as: educational and corporate users, training organisations, universities, producers of learning materials, European industrialists, Telecommunication service providers, etc.; and at last, in order to have access to various regions and to small and medium-size enterprises.
