Social Security Network

Ziel

The single market demands a consistent social security service across Europe which can be responsive to individual claims yet detect misuses of the service. In order to reduce the bureaucratic burdens and be timely, telematics is essential between the National Administrations for messaging purposes.

The overall project objectives were to build and run a pilot application in the social security sector of old age pensions that would enable information exchange between social security organisations with regard to pension rights accumulated in different Member States, and which would allow these rights to be evaluated and awarded to qualifying citizens. The pilot application could be extended in the future to further Member States and social security sectors.
The main achievement of the SOSENET project was the operation of a Social Security Network over which EDIFACT messages are exchanged among seven administrations in seven different Member States.

Achievements included the letters of understanding with seven User Organisations, the analysis of user requirements and information needs, and the generation of recommendations for the extension of the pilot application to all the Member States and to other areas of social security.

SOSENET established a liaison with a dedicated project liaison officer from DG-V, and with several user groups created for 'Telematics in Social Security'. SOSENET also promoted the creation of national social security user committees in several Member States and carried out an investigation of issues and solutions related to E2XX forms.

Telematic achievements of SOSENET included the evaluation of Trans-European Telematics Service with respect to the ENS programme, as well as the production of documents including:
'IT Application Scenarios and Solutions for the Pilot', 'Description of the logical technical and organisational architecture of the SOSENET network' and 'Functional specifications and designs for telematics networks, interfaces and application'.

Additional achievements included establishing a collaborative relationship between the SOSENET consortium and other bodies. Specifically, the consortium has been invited to participate in MD-10 of the Western European EDIFACT Board.
Impact upon Administrations Information exchanges.
The technical work within the SOSENET project was handled within the following activities:

- In the Study phase, common information needs and problems in four social security sectors (old age pensions benefits; unemployment benefits; family, maternity, sickness and other benefits; reimbursement of health treatment expenses) in all twelve Member States were established.

- As Preliminary Pilot Support, initiatives by a group of old age pension institutions to build a small-scale pilot program based on an EDIS feasibility study were supported. Experience gained provided input for the study, design and implementation of the ENS/SOSENET pilot project. The telematics facilities were integrated.

- The Full Scale Design phase included functional and technical designs for a pilot application in the old age pensions sector in seven Member States.

- Within the Pilot Application, designs were implemented and the pilot program put into operation. Telematics facilities were extended from those of the preliminary pilot and integrated with each other.

- The Evaluation of results of both the preliminary study and the pilot application were completed and disseminated. Strategies and procedures for extension to all Member States and to other social security sectors were identified.

The SOSENET solution uses existing, proven technologies and Open Standards as much as possible, thus contributing to the process of standardisation of the Social Security EDIFACT messages.
