Objetivo The main objectives of RISE were to enable the standardisation process to work faster and more efficiently and to demonstrate the benefits of telematic information exchange to the standardisation process by establishing a mechanism for the retrieval and interchange of standard documents. These objectives were seen as requiring activities in the areas of a pan-European network for exchange of documents using PSTN, VSAT, ISDN, X.400 and X.25 link, to achieve a library of standards documentation in reprocessable format, and to provide services allowing users to store, retrieve and exchange documents. This would include conversion to ODA, an intermediate format between the most commonly used word processor formats.Sectorially, the RISE solution has been selected by ETSI and ISO/ITU-T as an input for standardisation activities in the areas of ODA communication service layers and document archiving and distribution. RISE services will facilitate significant savings in the time and costs of standards production and approval, leading to an improved quality and the production of more timely standards. Users in the standards world are now aware of how integrated telematics services can improve their work. Within the area of telematics, three interfaces are available to remote users (menu, windows and E mail). A fourth interface allows the servers' administrators to dispatch documents to passive recipients in 14 countries on a regular basis. The costs and benefits of using PSDN, X.400 PSTN, VSAT and ISDN for each of the RISE services are now understood. Demonstrations of document conversion to and from ODA format and transmission to users in five countries have taken place. RISE has added to the understanding of the use of ODA in a real working environment and encouraged enhancement of converters to meet the requirements of the users in the standardisation community.The technical approach was firstly to determine the requirements of the users in terms of document contents, library storage and exchange services, and secondly to design a suitable telematic network. This network was implemented using existing technologies. In parallel, the generic software for document storage, conversion and exchange services was developed or acquired and enhanced as appropriate. Development of the user interface to the generic software and network was carried out in the third phase. The final phase involved the evaluation, dissemination and exploitation of the project results. In order to achieve a workable system many parameters had to be considered. This included the analysis of administrations' needs and the selection of a solution equally suitable for all member states, including those with poor existing telematic services. This challenge was made more difficult by the lack of uniformity across the European telecommunication networks. The project requirements were to use Open Systems where possible.
