Support for Application Pilot in ENS

Ziel

The SAPiENS project set out both to obtain, consolidate and disseminate pilot project experience and to restrain divergence of the pilot projects in the areas of technical choices, legal and regulatory solutions and management of communications solution. The primary objectives of the project were chosen to make a significant contribution to the success of the ENS programme.
The objectives were classified and refocussed in early 1993 to reflect a more proactive approach.

The objectives of the project were again modified to accommodate the needs of the MENSA Project, SAPiENS output will be used directly by the MENSA project, for use in the ENS handbook.
ENS Pilot Liaison - Periodic reports have been made on each ENS project, presenting their development status at different stages and raising some technical or organisational problems in the Pilot projects.

Security Workshop - The work done has met the SAPiENS objectives to provide help and support to the pilot projects by assisting in the organisation, administration and management of the workshops, and to restrain the divergence of the pilot projects in the area of security by providing a paper identifying areas where common European Security Policies are required.

UDSCI Workshop - A number of written contributions were tabled for review (notably by SAPiENS) and discussed during the meetings by the participants. Most of the contributions centred on the modelling exercise.

Discussion papers & Workshop Consolidation - Fifteen discussion papers have been produced.

Methodology - The first achievement was the refinement and stabilisation of the models (business, information, telematic) to be employed within ENS. In addition Methodology has defined a framework for determining both functional and non-functional requirements of Administrations at a high level.

Evaluation - The main achievement was the production of the Evaluation Methodology, which could be generally applied to any telematics application development. It was based on existing methodologies and enhanced to meet ENS environment requirements.
The support provided to the ENS pilot projects included:

Liaison activities - SAPiENS has maintained continual interaction with the other ENS projects as a means of obtaining the necessary information from them in order to produce an up-to-date consolidated status of their requirements.

Workshop Rapporteur - Workshop meetings were held and assistance provided in organising, issuing invitations and arranging agendas for the meetings. Detailed meeting reports were produced and disseminated.

Assistance Desk - The approach taken was to make available a pool of skilled consultancy efforts which could be accessed by any ENS Pilot project. This was carried out through the liaison arrangements already established. Difficulties were encountered by the Assistance Desk in receiving valid questions from the ENS Pilot projects in the later stages. For most Projects the Assistance Desk activity may have been more effective if implemented earlier in the life-cycle of individual projects and of the programme as a whole.
