Centre for Earth Observation, 1992-1994

Objective

The JRC will participate with ESA in the creation of a Centre for Earth Observation (CEO), which should become the European focal point for Earth Observation data. The CEO will be the hub of a distributed Global Environmental Data Network.

Progress to end 1991
This is a new activity which has been discussed during 1991 when plans were laid and refined with the intention of lauching the project in 1992.

Detailed description of work foreseen in 1992
1992 will see the start of the feasibility study phase of the project. This activity will be coordinated with the ESA feasibility study GENIUS.

The feasibility study will consider all aspects of CEO, including:

i) architectures for archival and data reception
ii) data processing
iii) cataloguing
iv) validation/standards
v) user interface

For this project ISEI will take the role of overall coordination and management.

IRSA will provide competence in the field of validation / standards, particularly in applications where it has competences such as vegetation, ocean and agricultural monitoring.

In 1992 the planned expenditure will cover contracts and studies as parts of the overall feasibility study.

Short description of evolution of work in 1993
Prototype studies based on thematic applications already in process at IRSA will be undertaken if the from the feasibility phase are positive.
