Developing the Common Core - A New Approach to the Comparison of Qualifications in Europe

Objective

To identify and define a common core of skills and knowledge that underpins employment in craft-level electrical/electronic occupations in four Member States. To develop a training programme based on the common core that is transferable and certificated in different countries.

MAIN DOMAIN OF INNOVATION:

Innovative training needs analysis with a special focus on core/key qualifications. An innovative framework for analysis has been developed. The common core has three elements:core skills/core competencies/core processes.Adopting this framework allows comparisons to be made.

TARGET GROUP(S):

Unqualified or less qualified. People working in SMEs. People at work. Employers, Colleges and institutions responsible for training the unemployed and those facing unemployment.

OPERATING CONTEXT:

Raising qualifications. Changes to technology, work organisation, quality controls and product markets require new types of skills in manufacturing.

TECHNOLOGY:

Information technology in manufacturing production/products. The focus is on skill requirements across a range of manufacturing industries.Emphasis on craft level kills.

INVOLVEMENT WITH ENTERPRISES:

Partnership between large enterprises and SMEs.

INVOLVEMENT OF SOCIAL PARTNERS:

Joint social partnership steering/advisory groups.

RESULTS:

Transferable models and concepts. Innovative training materials. The emphasis on core skills and core competences provides a basis for evaluating current and future training provision.
