Assessment of the risk of transportation of dangerous products in the EC.

Progress to end 1990

A study of historical accidents in relation with transportation of hazardous materials was carried out. The results, indicate that the consequences of transportation accidents are as severe as for fixed installations. Consequence models to be included in transportation risk modelling were studied in detail, and an analysis of the special requirements for transportation was performed. The results indicate that rather simple models can be an advantage for policy related models.

The Transportation Risk Management systems TRIM dealing with accidents involving toxic gases developed in 1989, was improved by including a new geographical database for the Italian Region Lombardy, and work was begun on a very detailed database for the road network from one of the member states (Denmark), to test the quality of input and output needed for the TRIM system.

A first analysis of the actual road traffic of hazardous materials in one member state (Italy) was carried out. The preliminary studies indicate that approximately 6 % of the goods transported by road are hazardous.

Detailed description of work foreseen in 1991 (expected results)

The historical accident data will be further analysed with the aim of assessing the quality of accident descriptions found in the literature, thus indicating the quality of the information used in the analysis.

The consequence models in TRIM will be further developed, and extended to include also fires and explosions. The frequency models will be improved, including event tree analysis of accidents of road tankers, heavy vehicle traffic-accident analysis, and fire duration frequency models. Work will be started on making TRIM independent of the hardware platform.

The analysis of actual road traffic of hazardous materials may be continued, with the possibility of data extrapolation to the total traffic of hazardous materials in the EC.

Short description of evolution of work in 1992

The research activity on risk of transportation of dangerous products on a European scale will be expanded, and work will begin on obtaining the necessary information to evaluate the problem on a true European scale, based on the test cases explored previously. The information will be integrated in upgraded version of TRIM, which will be independent of the hardware platform.
