Rural telematics systems database and management

Objective

The goal of this project is to create and maintain databases of information related to telematics in rural areas in the EC. It is thus a fundamental repository and access point for information generated by the ORA projects, and for relevant background material. Four complementary types of information will be included in the databases.

- Inventory, analysis and evolution of rural telematics systems in the EC; from the ANAGO project.
- Information on new telematic services in the rural areas of the EC; from projects in area III.
- A directory of agencies and contacts connected to rural telematics and rural development (Task 1.1.1)
- Information relating to rural typology (Task 2.1.1)

Initially, the databases will be available on-line for consultation by agencies in charge of Community actions and/or participants in these actions through a central host containing Europe-wide information or regional subsets held by regional partners. Public access will be available later.

Within the Project, two simultaneous actions will be pursued: specification, design and implementation of the data processing system for the databases; and the definition of the documentation methodology needed to periodically update the databases. Structured analysis and design methodologies will be used in the implementation of the data processing system, with design methodologies for relational databases used to put the system into effect. The proposed tools will be UNIX operating system, Informix for database management system and access through the x.25 network as well as the public telephone network.

Expected Results

A distributed network will be established among the participants in the Consortium to gather and maintain updated information, including that based on information from other ORA projects. The database resulting from this project will be available to the EEC to be incorporated in general data distribution mechanisms, such as ECHO. Public access to the system will therefore be from a central host, where information will be fresh but require international datalinks, or at regional centres which will have up-to-date information on their region, but older versions of the full dataset. Mechanisms will be created for on-going maintenance of the databases once the tasks have been completed.
