EDI-ROAD as a pilot project includes three different international pilot situations and is done under the aegis of the Stichting UTC, founded by the Dutch employer's organizations for the commercial road transport. Each separate pilot must endeavour to arrive at electronic exchange of messages between computers installed at companies which operate as forwarders, transporters or shippers, using the EDIFACT message set developed by Stichting UTC. The exchange is made by the computer of the Dutch professional transporters and the computer of the foreign business. Use may be made of value added network services for this structured exchange of data.
A separate project team is formed for each pilot. In each project team there are representatives who are sent by the companies and organizations concerned in the pilot in question. In a project team the plan of approach is further detailed and filled in on the basis of the characteristics of the participating companies. This plan of approach is the guiding principle for the project team. It regularly convenes during the pilot periods in order to discuss matters, indicate problems and also in order to make arrangements for the further approach to business in hand.
In order to arrive at the project goals as described, and from the present exchange of information between the pilot companies, each pilot will have to be divided into a number of stages and dealt within a project by project basis. Each pilot is already a separate project which can be subdivided into some six phases:
1. Orientation, making an inventory
2. Plan of action
5. The exchange of messages
Based on experience gained with EDI in these pilots an assessment will be made using the following points:
- the advantages of EDI for the pilot companies;
- the disadvantages of EDI for the pilot companies;
- the consequences of EDI for pilot company in connection with internal organization, procedures, automation, costs and profits;
- recommendations in connection with the plan of action, the implementation phase and the test phase.
