Objective The objective of the project is to develop and apply methods and tools to support the assessment of the economic, environmental and social impact of transport. The main target is to construct, test and evaluate an Integrated Transport Effects Model System, which is capable of: - generating projections of transport activities on an urban scale within the European Community; - providing a quantitative analysis of the rationalization of transport energy demand and the potential improvement of energy efficiency and emission levels by both economic behavioural and technological measures; - modelling the effects of a series of measures, including the introduction of alternative fuels, more energy efficient vehicles, regulation, demand management and improved public transport technologies; - identifying the implications of EC transport policy initiatives and strategies for the fiscal and regulatory aspects of energy-environmental issues. In phase I, it is planned to provide the following deliverables: an extensive description and account of the feasibility of the system structure, the input/output characteristics of the various modules and the functional specification of the model system. The last deliverable is the necessary input and the basis of phase II. In phase II, at least three deliverables will be presented on the development, application and evaluation subphases. The project is divided into two phases: - a global specification plan (with two subphases: definition and feasibility); - a prototyping plan (with three subphases: development, application and evaluation). Phase I is explanatory; it ends with a clearly-defined specification of the overall design and functionality of the model. Phase II concerns implementation; a first prototype of the model is built, and then applied to one selected urban area. Phase II concludes with recommendations for follow-up actions. The prototyping plan will be defined in detail in terms of activities and constituent tasks at the end of phase I.
