STATIONARY SOURCES OF AIR POLLUTION IN URBAN AREAS

Objective

COST 617 Action "Stationary Sources of Air Pollution in Urban Areas" forms, together with COST 615, COST 616 and COST 618, the COST CITAIR Programme "Science and Research for Better Air in European Cities". COST 617 has following objectives:
to promote scientific research co-operation between various parts of Europe, based on specific experience already gained with respect to clean technologies and techniques in domestic and industrial use,
to develop research capacities for adaptation of technologies and techniques to local conditions as a prerequisite for their faster implementation in less economically advanced European countries,
to exchange experience regarding the effects of regulations and other incentives aimed at reducing the consumption of energy in wealthier countries, where economic progress has led to scarce resources being, used to a degree, negligently.


Current status
12 COST member states (Belgium, Czech Republic, Denmark, Germany, Greece, Spain, France, Italy, Hungary, Slovak Republic, Switzerland and the UK) participate in the Action. No institutes from non-member states of COST participate in the Action. The COST 617 Management Committee divided the responsibilities and tasks within the four following working groups:
Working Group 1: "Utilisation of air pollution: relevant technologies"
Working Group 2: "Communal energy and air pollution plans"
Working Group 3: "Know-how transfer"
Working Group 4: "Data harmonisation, validation and 'inventarisation'

Work planned
In the first 3 and a half years since the signature of the COST 617 MoU, most progress and achievements were made with regard to the first and third Action objectives (see above), of strengthening the international research co-operation between various COST member states and European regions. The transfer of know-how to the South and East of Europe is of great importance in connection with stationary sources of urban air pollution and COST 617 offers good possibilities for more advanced countries from the North and West of Europe to share their pertinent experience. Different know-how transfer schemes will be analysed and compared in the last phase of the Action, including the "internal know-how transfer" to architects, housekeepers, craftsmen and other actors relevant in connection with the goal of energy savings in dwellings. The COST 617 case-study of Budapest (see below) will create further concrete possibilities for utilisation of know-how and experience made elsewhere with problems of urban air pollution.
The Hungarian team of I. KISS started its work at the Air Quality Management System for Budapest. This activity is supported by all relevant ministries and local authorities and is an excellent opportunity for utilisation of know-how and expertise of the COST 617 Management Committee. For this reason I. KISS invited its members to participate in the International Advisory Board of this important project. After the choice of Stockholm as case study of COST 616, Budapest is now proposed as the second large case study of the COST CITAIR Programme. This scientific support to a concrete planning project in one of the Central European countries is very much in accord with the main objectives of the COST CITAIR Programme as stated in the Memoranda of Understanding for its four Actions.
