Cel The object is to promote an action tending to improve the accessibility of pedestrians to the Northern area of the inner city, as part of a comprehensive municipal program to reduce traffic and parking inside the city. The main objective being the recovery of streets and squares and their surroundings for pedestrians, trying not to disturb the accessibility to the important institutional activity which is developed in this area.Toldeo is a city that evokes the continous presence of Spanish history. It has resulted in a remarkably important city centre which has been included in the World Heritage List by UNESCO. The inner city has a population of 14000 people and it receives an average of 2000000 visitors a year. A strong commercial activity is also maintained and it is the seat of important public institutions such as the Government of the Region and the local Parliament (Cortes Regionales) of Castilla-La Mancha. Unlike most traditional city centres, Toledo has a very active historic centre. Every day a number of about 20000 cars reach the walled enclosure through its main gates, carrying people who come to work, business or shopping. A total of 3600 cars may park in the area at peak hours, practically cramming all public sports. Most public institutions are placed in the northern area. About 2000 civil servants work in this area which receive 1000 people almost all of them coming by car daily. Most of the monumental squares are also in this area. The rehabilitation of these squares and their surroundings must include a comprehensive solution to the matter of parking for workers and visitors. The Project Puerta al Siglo XXI (XXI Century Gateway) plans to create two parking areas outside the historic centre, and to connect them with the inner city through pedestrian routes including hectometric transport systems, such as elevators or escalators. Funding is requested from LIFE Program in order to manage and develop this type of non-conventional system.
