Maritime environmental risk management system - Malta

Objectif

To produce an environmental risk managment system for the Malta Maritime Authority to be known as a Maritime Environmental Risk Management system (MERMS). This would encompass all possible risks to environment and people from shipping, wharfage, dockside, terminals, anchorages, coastal waters, cargo handling and bunkering activities, etc. It would consist of a preventative system against harm to people and the environment, contigency plans in the event of the potentially foreseeable or unforeseen and emergency plans in the event of accident or unforessen circumstances.

The approach to be adopted would be finalised after a preliminary review of all Policies and Plans drawn up by or affecting the MMA. As a result of this, an initial list of the important issues would be drawn up. The general approach would encompass the following elements:
SITUATION REVIEW: An MMA management and administration review, regarding all the facilities and areas under jurisdiction of the MMA, the operations exercised therein, any historical incidents and all existing and future plans involving contingencies and emergencies and a records search of all relevant historical external maritime incidents.
THE AUDITS AND ASSESSMENTS: This would consist of an audit and assessment of all sites, areas and operations of the MMA's activities. Its purpose would be to create a 'snapshot' of the present operations and to indicate the framework, within which the MMA operates. It would, for example, reveal the size and location of oil/gas terminal storage facilities and the present practice and policy with regard to their use. This would then be used as baseline information when deciding on the likelihood of further, or alternative uses in the future.
REVIEW OF INFORMATION AND DRAFT MERMS: This would include reporting on the current status of the MMA, a review of available databases, an identification of the most significant issues and systemising the information. A draft MERMS plan would be written, which would include a Risk identification System, Risk Minimisation Plans, Contingency and Emergency Plans. After review of the draft MERMS by the MMA, a FINAL MERMS Plan would be written.
STAFF TRAINING: Staff within the MMA would be trained regarding the MERMS plan. At this stage there is uncertainty regarding the scale of this phase, however once the initial scoping phase has been complete, then this would be tailored to meet the needs of the MMA.
