Cel The aim of this project is to demonstrate a concept for accomplishment of radical energy saving measures, resulting in energy savings in a great number at one time in two towns, Bredstedt (DE) and Toftlund (DK) as a part of a interregional cooperation.The innovative element of the demonstration project is especially in the systematical approach and organizing of the energy saving measures based on on the use of computers for calculations, registrations and control of the single (for each house) energy saving measures.The "package-concept" of the project, including price-agreements with craftsmen, supplies of building materials and with systematical description of heat-saving measures by architect/engineers without involvment of the craftsmen is also innovative.This is also the concept of accomplishment of multisectorial energy saving measures, including transport, heat, electrical and water measures.900 houses are recorded in Toftlund, 600 in details, in Bredstedt the basic registrations are recorded for 370 houses.139 houses in Toftlund and 57 houses in Bredstedt have invested in energy savings, or 23% of the target group. The goal was 17%.The price-book for the investments are completed.In Toftlund a price reduction of 30% is achieved.The investments in Toftlund amounts to 2.063 mio. DM and in Bredstedt 0.667 mio. DM. The investments per house in Toftlund are 14,800 DM and in Bredstedt 11,700 DM. The goal was 2,500-13,000 DM.The fuel savings form the investments are calculated to be 54% for the 139 houses in Toftlund and 24% for the 57 houses in Bredstedt. The major saving in Toftlund appears because the district heating plant in the same period established a co-generation plant. This causes half the savings in Toftlund.Further it must be assumed, that the end users have saved energy because of change of behaviour and that some have made investments outside the project organisation.The environment savings are in Toftlund calculated to 91% CO2 and in Bredstedt to 33% CO2.For the end-users the payback time inclusive subsidiaries in Toftlund are 7 years and in Bredstedt 23 years. The major payback-time in Bredstedt are caused by the low energy prices. There are only minor energy taxes in Germany.The most important parts of the project are:- Registration of the buildings to define the target group- Goal directed and personnal letters to the target group- Package solution with fix-prices, calculated energy savings and a project organisation so the end-users only once have to decide that they have want to invest in energy savings, then the project organisation takes care of the rest.- Subsidies to the end users, but only for a limited period- Information to and communication with the end-usersThe character of this demonstration project is to a great extent to plan, organize, project and evaluate energy saving measures, which are profitable but anyway normally not accomplished as it can be seen all over EEC. This means, that the proportion of the total budget, which is used for the above mentioned measures, are relatively high. But it is the experience, that without the organizing effort nothing happens. The idea of this concept is also, that a relatively small effort in an economic sense releases great investment in energy saving measures with tremendous effect for the environment.The project includes :- Information by direct mail to the target group. Each end-user receives - Brundtland-diploma with the end users consumption of heat, electricity and water in comparation with the other end-users in the target group. - Proposals for energy savings by the end users. The proposal contains investment, energy saving and payback time. - Price-agreements with craftsmen, suppliers of building materials, cooperation with local partners, organizing effort by architects/engineers.- Investments in energy savings in a major number of houses in order to demonstrate how the energy consumptions can be reduced.The organizing and projection effort includes registration and calculation of energy saving potentials in the buildings, calculations of fixed prices for accomplishment of the energy saving measures according to the pricelists made with suppliers and craftsmen, elaboration of detailed lists of materials going to be used for accomplishment of the energy saving measures, signing of contract with craftsmen concerning accomplishment of the energy saving measures, including price for materials, supervision of accomplishment of the energy savings and evaluation of the effect of the energy saving programme.
