TOTAL MOBILIZATION OF CO2 REDUCTION POTENTIALS IN RESIDENTIAL BUILDING STOCK BY OPTIMIZED ENERGETIC REHABILITATION

Objectif

The beginning of an offensive through the use of demonstration projects, opening up a broad range of savings in primary energy and CO2-reduction in the total residential building sector of both Hannover (183,000 houses) and Utrecht (21,600 private owned houses of good quality). The testing of appropriate service offers and marketing instruments.
Implementation of available technologies in optimized energy savings sets of measures for rehabilitation to low energy standard. Implementation of demonstration projects as a marketing tool during the dissemination phase. Developing and testing out of new market instruments in favour of the whole target group. Applying the project intentions together in close cooperation at the same time in two cities.
Utrecht part :
- meeting in Hannover Sept.'96. Items were : planning of : a joint evaluation report, a continuation of the co-operation between the partners, an additional meeting in Hannover in the fall of 1997 and the dissemination of the project results.
- final meeting in Hannover April '97, signing of a joint declaration (Memorandum of Understanding), presentation of the interim results of the measurement programme;
- 2-days conference in Hannover Nov.'97, presenting and disseminating the results of the project;
- production of the energy-certificates and the distribution to the participants
- composition of a pres report for the distribution of the certificates and preparations for the alderman's speech;
- active support for the preparations of a demonstration project in a city renovation area with energy saving calculations for six demonstration buildings;
- publicity campaign, such as :distribution of project information to the several districts; inserting of adds in local papers and the placing of billboards at strategic sites;
- composing of a scenario for Thermie-Plus activities;
- results of Thermie-Plus activities (298 home-owners ordered energy-saving measures)
Hannover part :
- planning and supervision of retrofit measures;
- a number of model projects were examined more precisely with a thermographic camera after retrofitting;
- evaluation of actual conservation success;
- after completion of retrofitting, the model projects received a heat demand index certificate, in which the most important data of the calculation are summerized;
- social science evaluation;
- customer survey on service offers;
- public relations work;
- final meeting in Hannover April '97, signing of a joint declaration (Memorandum of Understanding, presentation of the interim results of the measurement programme;
- 2-days conference in Hannover Nov.'97, presenting and disseminating the results.
The project encompasses the parallel realization in Hannover and Utrecht of demonstration projects and the accompanying development and testing of marketing and dissemination measures and of the motivation and support of the target groups, including qualifications measures as well. The project in Utrecht is initially concentrating on four city districts and intends to be spread later on to the whole city (target group: 21.600 houses). The project in Hannover deals with the total city area, including a few neighouring cities, such as Langenhagen.
HANNOVER
Demonstrationprojects:
approx. 30 houses with 10 flats each (target group: rented accomodations)
Aim of energy concept up to 2005: energy-related renovation of 1000 multiple-family houses per year.
UTRECHT
Demonstrationprojects:
165 single-family houses/20 apartmentblocks (target group: small-scale privately-owned)
Aim of E-Plan up to 2000:
Energy related renovation of 21.600 houses/apartments.
Only projects that are already scheduled to have modernization or maintenance measures carried out on exterior walls, roofs and/or windows in 1993/1994 will be chosen (Hannover) or those houses, classified as moderate to good quality out of the thirties (Utrecht).
In a comprehensive energy report by experts, for each building research is planned for :
- insulation measures for all parts of the building envelope
- renovation of techniques for heating and heat regulation, water heating, including connection to local or district heat from combined heat and power plants.
- ventilations systems in flats (especially mositure regulated systems without heat recovery)
- passive and active use of renewable energy sources (especially solar water heating).
These new services are the central process-oriented innovations of this project for bringing the technical innovations into the market. The chance for realizing energy savings potentials in existing rented accomodations can be accomplished on a large scale basic only throughthe use of these new services. To enable this, the possibility must be examined to see if the needs and interests of all participating parties energy services companies, house-owners, tenants, craftsmen can be covered by these services. Relating to this, there is very little experience available up to now on the subject of insulation in relation to a complete set of energy saving measurements and ventilation.
A programme for measuring and evaluation during the heating season next to completion of measures taken is planned to be run by a scientific institution. Besides this, projects will also be observed concerning the development of user and consumer behaviour.
Accompanying the implementation of the demonstration projects, qualifications measures are being developed jointly by trade guilds, as well as architects and technicals planners in close cooperation with the official organization of the trade guilds and architects.
