Concerted actions on PV systems technology and coordination of PV systems development

Objective

This contains three individual subproposals from the central and Eastern European Countries intended to participate in the on-going JOULEII project "Concerted Action on PV Systems Technology and coordination of PV Systems Development". The objectives of this on-going project are twofold: one is the coordination and control of all PV system projects in JOULE II; and the second is to carry out various technology development tasks called the concerted actions tasks. The proposals contained herein contribute only to the latter technology development work.
The three subprojects are:
1) "Small PV and Wind Hybrid power supply for Houses in Remote Regions of Romania,"by the Research Institute for Electrical Engineering (ICPE), Bucharest, Romania,
2) "pilot pv/Thermal power plant for a peasant Farm in Romania,"by the Institute of Research and Design for Automation (IPA), Bucharest, Romania, and
3) "Development of Real-time Expert Systems for pv Technology Information a performance/Diagnosis in pV plants,"by the Institute of Research in Informatics (ICI), Bucharest, Romania.
The key achievements expected are as follows:
- An ultra low-power hybrid plant.(0.5kW PV/I.5-kW wind/battery). This low-power range does not exist in the EC.
-A combined pv/thermal system which will provide small electrical power an warm-water needs of remote farm-houses and residences. This prototype will be the first of its type in Europe.
- The "expert system" for performance analysis and diagnosis of PV plants. This is the first attempt in Europe and overseas for this development, and, therefore, it is one of very few Ec projects on the "cutting-edge" of technology. This field of informatics is expected to contribute significantly to enabling of renewable energy systems.
All three proposals conform with the objectives of the original project, have high potential for commercial exploitation, and extends the scope of original project work.
