Training and Research in Advanced Computing Systems

Objectif



High performance Computing is essential to continued scientific progress, and to industrial and commercial competitiveness. Critical to its success is the existence of human resources with the expertise to exploit advanced computers effectively; this is particularly true for the massively parallel systems now being produced by almost all major computer manufacturers. Under the existing TRACS proposal, Edinburgh parallel Computing Centre and associated departments within the University of Edinburgh and neighbouring institutions are hosts under the Human Capital and Mobility programme of the CEC. This consortium brings together a combination of outstanding research departments, an exceptional training programme and a range of high performance Computing facilities unrivalled in any European university.
The TRACS programme started on 1 March 1993, and the first EC visitors are already working closely with host departments. Visitor applications are reviewed by a Scientific Users Selection panel drawn from local and European institutes; to date it has reviewed some 25 proposals from EC and EFTA countries.
The services currently offered by TRACS to EC and EFTA nationals are potentially of even greater importance to researchers from Eastern and Central Europe, given the relative state of their computational science. Indeed, the marginal extra costs represent a valuable addition for both the facility and visitors alike through increased information flow and opportunities for collaboration.
In total we received some 50 expressions of interest from Eastern European institutes, 17 of these were invited to make full applications, and in this proposal we present the eight strongest proposals. These have been selected by rigorous evaluation of the scientific cases presented by the applicants and have been chosen so as to maximise the value of the research, the benefit to the visitor and also to the host de-artment. The order of presentation of the visitor applications represents our evaluation of the priority of each case. however, as these are the top 15% of applications received, we strongly support'all of the proposals enclosed.
