Greenhouse Gas Inventories, national reporting processes and implementation review mechanisms in the EC

The objective of the work is to examine and develop implementation review and verification procedures which will enhance the accuracy and the reliability of national reports on greenhouse gas emissions, both from the EU member states and from other neighbouring countries.

The study comprises the following :

i) the examination of existing greenhouse gas reporting and inventory compilation systems in the EU and selected neighbouring states, taking account of national differences in both formal and informal data acquisition and management. Two reviews are performed: of all the EU States and some neighbouring countries, based mainly on published material although also including interviews with key researchers and government officials; in depth studies of Spain, Germany and the UK.
The in depth case studies will pay particular attention to "informal" systems and those which have arisen due to peculiarities of national culture and style. The roles of industry and other non-governmental institutions are also examined.

ii) the establishment of the EU requirements for its own reporting and compliance procedures (especially in the context of the Framework Convention on Climate Change) and the potential for developing procedures that would be more broadly applicable outside the EU;

iii) concurrently with the second main task, research is conducted to establish the relationship between EU reporting requirements and those of the international institutions with an interest and role in greenhouse gas monitoring, inventory compilation and reporting.

The Project aims to develop proposals for effective EU implementation review mechanisms.
